spirit and intent of the General Assembly. It has been
designed to be straightforward and require no more
time or effort'necessaryfyom theapplicant. Please go'

the locality in which you plan to build to be certainahat
you understand,what•information he or she needs.
Under CAMA regulations,nthe minor permit is to be-
issued within 25r days once a cgriglete application is mi,-_
hand. Often less'time is needed if the project is simple..",
The process'generally takes about 18 days. You can
speed the approval process by making certain that your

This permit authorizes the demolition and re -construction of a residence, contingent upon the following
conditions:

All proposed development and associated construction must be done in accordance with the
application dated 10/20/03, renewal request dated 12/18/06, workplat drawing(s) dated 10/14/03, and
originally submitted 10/20/03.
All construction must conform to, the N.C. Building Code requirements and all other Local, State and
Federal regulations.
Any change or changes in the plans for development, construction, or land use.activities will require a
re-evaluation and modification of this permit.
Prior to initiating and land -disturbing activities, adequate sedimentation/erosion .control measures must
be employed to prevent the* movement of unconsolidated materials into the marsh or water. These
measures will remain in place until such time as the area has been properly stabilized with a vegetated
cover.
This permit action may be appealed by the permittee or other
qualified persons within twenty (20) days of the issuing date. From
the date of an appeal, any work conducted under this permit must
cease until the appeal is resolved.
This permit must be on the project site and accessible to the permit
officer when the project is inspected for compliance.
Any maintenance work or project modification not covered under
this permit, require further written permit approval.
All work must cease when this permit expires on
December 31, 2008
In issuing this permit it is agreed that this project is consistent with
the local Land Use Plan and all applicable ordinances.
This permit may not be transferred to another party without the
written approval of the Division of Coastal Management.

(5) The applicant has effectively demonstrated, through engineered, innovative construction design, that
the amount of impervious surface areas may be exceeded in a way that runoff water -will be managed
to a similar degree as limiting the coverage to 30%. This -design allows for 36.5% of impervious
surface area within the AEC of this project. The submitted design was done by John McLeal"
submitted on 10/20/03, and is dated 10/14/03. ,
• (6) The innovative storrnwater system authorized with this permit nitist be -maintained for the life of the.
structure addressed.
-- ' (7) Pursuant to 15 NCAC; Subchapter 7J.0406(b), this permit may not be assigned, transferred, -sold or
otherwise disposed of to a third -party by the applicant, agent, or any entity other than the NC Division
of Coastal Management.
(8) It is noted that coastal marsh exists on the property, and that the proposed development addressed on
the submitted plat dated 101W03 is not located within this marsh.
(9) No excavation of filling of any wetlands or waters is authorized under this permit.
(10) The development authorized under this permit must be accomplished a minimum of 30' landward of
the normal high water contour/normal water contour, maintaining this as a vegetated buffer area.
(11) A copy of this permit shall be available onsite for regulatory inspection.
(12) This authorization allows for the demolition/relocation of the existing structure. All associated'debris
must be properly disposed of and the site returned to pre -development condition.

Notice is hereby given that Gerald and Donna Strickland have applied to the Department of
Environment and Natural Resources for a Minor Development permit. The applicants are
requesting to raze and re -construct their single-family residence located at 415 Water Street in
Swansboro, NC.

.. NARRATIVE:
This property is owned by Gerald Strickland and wife Donna Strickland.
The property is on Water Street in Swansboro, Onslow County. It is a
small lot (5,829 square feet) and 68 % of the lot falls within the 75 foot
Area of Environmental Concern.
The owner wishes. to erect a dwelling on the property and CAMA requires
all impervious surfaces which exceed 30 % to be routed to a storm water
infiltration device. -
LOCAL CONDITIONS:
The property (Lot 2, Block D, Edgewater Heights) has been surveyed by
Alan Bell, PLS. Elevations are highest on the northwest corner and lowest
on the southeast corner. The owner wishes to erect a 1,656 square foot
residence as shown on the plan.

CALCULATIONS:
The numbers on the plan (supplied by Alan Bell) indicate the amount to be
retained in an infiltration device shall be that area in excess of 30 %. The
total within the AEC is 1,450 square feet.
The amount permitted = .3 x 1,450 = 435 square feet, so the amount to provide
storage for is equal = 1,450 435 = 1,015 square feet.
The event used for this calculation = 1 1/2".
The volume created for the event 1.5/12 x 1,015 = 127 cubic feet.
Amount required then is 127 cubic feet.
By using a 5 foot square as detailed, a 24" diameter pipe the calculations yield:
5' x 5' = 25 sq. ft. pi(r)(r) for a 24" pipe = 3.14 sq. ft.
Then subtract the circle from the total so: 25 - 3.14 = 21.86 sq. ft. and use a
factor of the voids at 35 % so 21.86 x .35 = 7.25 sq. ft. PLUS the 3.14 sq. ft.
so the total area available for the cross -sectional area = 10.39 sq, ft/lineal foot.
Since we want to store a total of 127 cubic feet, then 127/10.39 = 12.22 lineal feet.
If we install a 20 foot section of infiltration basin, the factor of safety =
the total available = 10.79 x 20 feet or 215.8 cubic feet.
If we divide the available 215.8 by the required 127.... factor of safety = 70 %
We can store 70 percent more than required...... a good margin for any error.
MAINTENANCE AND OTHER CONCERNS:
During construction, it is essential that all fines (silt) and debris are kept out
of the storage device. A silt fence shall be erected around the inlet. Sod shall
eventually be placed around the yard inlet to provide a measure of protections.
The inlet device may be either 18" square or 24" square, depending -" '_-%.
on availability. No surface water is expected to enter the / �� CAR

yard inlet. It is there as an inspection port only. All
water which falls on the western 1/2 of the residence shall be /
routed with subsurface pipe to enter the storage pipe below I �c
surface level. The yard inlet (inspection port) shall be mounted gl1
1/2 way between the pipe ends. /

designed to take any .runoff from any

downspouts f rom the western 1/2 of the
house into the stormwater inf iltration
pipe.

I acknowledge that the land owner is aware that the proposed development is planned for an area which may
be susceptible to erosion and/or flooding. I acknowledge that the local permit officer has explained to me the
particular hazard problems associated with this lot. This explanation was accompanied by recommendations
concerning stabilization and floodproofing techniques.
