The application involved the request for a residence, driveway, and:retaining wall. The DCM reviewed the application along with the pertinent rules of the Coastal Resources Commission in conjunction with your objections and determined that the project is consistent with the Commission's rules. Therefore, the DCM issued CAMA Minor Permit #'s 24-06 and 25-06 to Ameribuilt Construction Company, LLC on December 6, 2006, authorizing the residentiaf construction and infrastructure as proposed. If you wish to appeal this permit decision, y6u must file a Third Party Hearing Request with the Director of the Division of Coastal Management, Mr. Charles S. In the building process, we want to protect the environment and build four homes that are very high quality and appealing to the community. A brief description of the project is as follows: 1. Each home will be approximately 3,000 heated square feet located on pilings overlooking Hawkins Creek. Each home will be two levels above the ground level, and the space under each home will be for parking vehicles. Lots 1A and 1B have no homes or driveways within the 75' CAMA setback. Lots 2A and 2B have homes inside the setback area. 2. We plan to bulkhead the entire waterfront and have only one main pier in the center of the waterfront going out into the direction of the deepest water in front of our property on Hawkins Creek. If permitted, each of the four homes will jointly use this one pier for their boats. Therefore, there will be no piers within 15 foot of the adjacent owner's property line. There will be grass common area around the entire waterfront on the upland side of the proposed bulkhead that all four lots owners will be able to use jointly. 3. All lots will have some degree of soil retaining walls built on them so each home can be placed on a flat building surface. Please review the enclosed map for locations of each retaining wall. 4. We are proposing that the septic fluids will be pumped from each home back up the hill toward the highway (Deer Island Road) and the entire section of cleared land as marked on the map will be dedicated to a normal in -ground septic system for each of the four homes. 5. The present rock road will be paved coming in off Deer Island Road. The paved road will be located on our property and will follow the existing road that goes around the back side of the hill. The property is located in the Swansboro Township and the address is 173-181 Deer Island Rd., Swansboro, NC 28584. My objections are as follows: 1) After review of the accompanying map the amount of impervious surfaces seems suspect. Will the homes have no porches, cement pads or overhangs? If they do then these areas need to be included in the calculations. One site is already over 29 % impervious surface. 2) With the amount of slope on the lot, retaining walls will have to be built as indicated on the map. Where is the storm water run off going and has a plan been submitted to accommodate it. Also the large bulkhead around the waterfront will cause more stormwater. 3) According to the map I see that wetlands and mean high water marks have been plotted using a deed. Will these areas change when actual site visits are made? 4) I also have concerns that the proposed road to the new homes will impede the natural drainage from my lot. I feel that some wetlands have been covered with topsoil where the road separates from my road. 5) Deer Island is a residential area with single family housing on single lots. 6) I feel that this is a prime example of over development. In the past year NCDENR has put forth extreme efforts in the Coastal Habitat Protection Plan. This plan is to protect fish and shellfish habitat. Even though Hawkins creek is closed to shellfishing, it is still habitat and should be protected from the harms that increased stormwater runoff will cause.
