This permit, issued on 05-17-02 is subject to compliance with the application and site drawing (where consistent
with the permit), all applicable regulations and special conditions and notes set forth below. Any violation of these terms may subject
permittee to a fine, imprisonment or civil action, or may cause the permit to be null and void.
This permit authorizes the expansion and renovation of an existing single-family residence, with
patios, swimming pool, and stormwater collection system. The permit is contingent upon the
following conditions:
All proposed development and associated construction must be done in accordance with the
application dated 04-16-02, workplat drawing (s) dated 05-09-02, and originally submitted on
05-25-01, or as revised on 05-09-02.
2. All construction must conform to the North Carolina Building Code requirements and all other
Local, State and Federal regulations.
Any change or changes in the plans for development, construction, or land use activities will
require a re-evaluation and modification of this permit.
4. Prior to initiating any land -disturbing activities, adequate sedimentation/erosion control measures
must be employed to prevent the movement of unconsolidated materials into the marsh or water.
These measures will remain in place until such time as the area has been properly stabilized with a
vegetated cover.

5. The applicant has effectively demonstrated, through engineered, innovative construction design,
that the amount of impervious surface areas may be exceeded in a way that runoff water will be
managed to a similar degree as limiting the coverage to 30%. This design allows for 47.03% of
impervious surface area within the AEC of this project site. The submitted design was done by
Avolis Engineering, submitted on 05-09-02, and is dated 05-06-02.
6. The innovative stormwater system authorized with this permit must be maintained for the life of
the structure addressed.
7. Pursuant to 15 NCAC, Subchapter 7J.0406(b), this permit may not be assigned, transferred, sold or
otherwise disposed of to a third -party by the applicant, agent, or any entity other than the NC
Division of Coastal Management.
8. The development authorized under this permit must be accomplished a minimum of 30'
landward of the normal high water contour/normal water contour, maintaining this as a
vegetated buffer area.

processing at this time. The projected deadline for making a decision is February 22, 2002.
NCGS 113A-119(b) requires that Notice of an application be posted at the location of the proposed
development. Enclosed you will find a "Notice of Permit Filing" postcard which must be posted at
the property of your proposed development. You should post this notice at a conspicuous point along
your property where it can be observed from a public road. Some examples would be: Nailing the
notice card to a telephone pole or tree along the road right-of-way fronting your property; or at a
point along the road right-of-way where a private road would lead one into your property. Failure to
post this notice could result in an incomplete application.

Dear Rodney and Patti Martin:
I am writing to you with regard to the Minor Permit application you submitted to the Onslow County Inspections Department, for
preliminary review of the expansion of the residential development on your property at 174 Dix Creek Rd. in Onslow County. The
application is incomplete in its preparation, and requests development that is inconsistent with current guidelines. For the following
reasons, I cannot accept the application for processing at this time:
1) The application fee is now $100.00, not the $50.00 submitted.
2) Your stonnwater calculations are based on the combined square footage and impervious areas of two parcels of
property. These calculations must be based on the specks of the subject property only.
3) The "innovative, design" stormwater plan devised to exceed 30% impervious area must state that the result is the
same in effectiveness as if the property were left 70% pervious
4) Your stormwater system and other development are located within 30' of the normal high water contour line. The
Coastal Resources Commission approved a buffer of 30' from the normal high water line for all non water -
dependent development, effective August 01, 2000. Non water -dependent development is any development that
can serve its function without being located over the water.
5) The normal high water line on the plat is incorrect. Although it may be accurate for an actual "mean high water
line," it is not the location of the high water line currently, reflected in our rules as the normal high water line. This
line corresponds with the bulkhead for the preponderance of the property, to the point of the new pier. At that
location, the normal high water line follows the landward end of the Smooth Cordgrass marsh. If you would like
help in locating this line for survey purposes, I will be glad to meet with ypu or your surveyor.
6) The concrete cap on the bulkhead is actually a sidewalk. This must be adequately reflected on the plats (it scales
to <1' in width, while the actual width if 2.5'-3' in width). This feature will count towards your impervious surface
coverage. Also, the bulkhead on the plat terminates 60' short of the property line, while in acivality the structure
extends to the property line.
7) The application itself is incomplete; several pertinent questions are left blank.
When you have addressed the above items, you may resubmit your application package, and I can begin processing. I am
enclosing a copy of 15A NCAC 07H .0200, the guidelines for the estuarine system. If you have any questions, please feel free to
call me.

to ensure that no areas within the buffer area are disturbed.

The NC Division of Coastal Management originally accepted your application for State approval for

Swansboro, NC as complete. It was received on February 07, 2002, and processing began. As we
discussed on the telephone, I visited the site with your revised application today. Unfortunately, I
must place your application in abeyance until such time as the normal high water contour shown on
the plat is depicted accurately, and the development proposed is consistent with the rules regarding the
30' buffer from this line. The nhw line shown on the plat is 5'-8' waterward of the bulkhead, which
defines the high water mark at this site. This greatly,affects your proposal, as you have proposed
development up to the 30' buffer line. The plat states that the nhw contour was approved by CAMA.
This has not been done. Please revise your plat and proposal to reflect the nhw line as the bulkhead
up to point L18, as we discussed. When you re -submit, we should be able to proceed with a decision

3.0 EXCESS STORMWATER RUNOFF TREATMENT METHODS 1
1 The topographic survey, presented in Appendix C for the subject property, prepared by
Charles A. Rawls and Associate, of Swansboro, North Carolina clearly depicts that there
is significant existing topographic relief on the subject property in the area of the concrete
1 drive and concrete boat ramp towards the concrete boat ramp and Queen's Creek.
Presently, stormwater runoff from the house and concrete drive area are discharging
across the concrete pavement down the concrete boat ramp and directly to Queen's Creek
1 with no treatment.
As a part of the construction, it is proposed that a subsurface absorption trench be
1 constructed along the southern and western sides of the subject property. These
absorption trenches will be utilized to collect and treat, through absorption, runoff from
the concrete drive and a portion of the house. Included in Appendix B are calculations
1 depicting the design of the subsurface drainage system.
1 The Onslow County Soil Survey was consulted to determine the soil types present on the
site and to determine the approximate rate of infiltration for the soils on the site. The
soils survey indicates the primary soil type on the site to be a Marvyn Loamy Fine Sand.
1 The soil survey indicates that the permeability rate for this soil is between 0.6 and 6
inches per hour to a depth of 12 inches. A visual inspection of the soils on the site
revealed soil conditions consistent with the Marvyn Loamy Fine Sand soil description
1 contained in the Onslow County Soil Survey. As a means to ensure a conservative
design, a permeability rate of 2.0 inches per hour was selected as a basis for design of the
infiltration swale. The system was sized to handle the first 1 %2 inches of runoff from
1 2,940 square feet of impervious area. The first 1 %2 inches of runoff was selected as a
basis of design to agree with the State of North Carolina Stormwater Regulations for
discharges to SA Waters.
1 As depicted in the calculations, a total of 110 linear feet of 4 foot wide absorption trench
will be required to treat the 331 cubic feet of stormwater runoff generated by the 2,940
1 square feet of additional impervious area within the 75 foot CAMA AEC. The runoff
will be collected through a roof gutter system and a trench drain installed across the
concrete boat ramp area and a yard inlet as depicted on the Proposed Condition Site Plan
1 included in Appendix C. Each of these collection features will discharge to the
absorption trenches as shown. The new concrete drive area will be graded along the
existing topography to drain to the structures and ultimately through the subsurface
1 drainage system. During periods of intense rainfall, the absorption trenches will be
inundated; however, the first 1 %2 inches of runoff from the impermeable surfaces
draining towards this collection system will be collected and treated. Excess runoff will
1 overflow to vegetated areas or down the boat ramp as it presently does.

4.0 CONCLUSION
Excess stormwater runoff will be generated as a result of the creation of an additional
2,940 square feet of impermeable surface from the proposed renovation and expansion of
the Martin Residence. The proposed stormwater improvements will result in the
treatment of runoff from 2,940 square feet of impervious area. The proposed design is
considered an innovative method of treating stormwater runoff for the project and meets
the intent of 7H.0209, Paragraph E2 of the Coastal Area Management Act. The proposed
' design will provide the same level of effectiveness as if the property were left 70%
pervious.

In 1974, the North Carolina General Assembly passed
the Coastal Area Management Act and set the stage for
guiding development in the fragile and productive areas
which border the state's sounds and oceanfront. Along
with requiring special care by those who build and
develop, the General Assembly directed the Coastal
Resources Commission (CRC) to implement clear regula-
tions which minimize the burden on the applicant.
This application for a minor development permit under
CAMA is part of the Commission's effort to meet the
spirit and intent of the General Assembly.- It has been
designed to be straightforward and require no more
time or effort necessary from the applicant. Please go
over this folder with the Local Permit Officer (LPO) for
the locality in which you plan to build to be certain that.
you understand what information he or she needs.
Under CAMA regulations, the minor permit is to be
issued within 25 days once a complete application is in
hand. Often less time is needed if the project is simple.
The process generally takes about 18 days. You can
speed the approval process by making certain that your
application is complete and signed, that your drawing
meets the specifications given inside and that your
application fee is attached.
Other permits are sometimes required for development
- in the coastal area. While these are not CAMA-related,
we urge you to check with the Local Permit Officer to

The PolyDrain System is a modular, presloped trench
drain system, designed to provide a simple yet cost-

drains, both interior and exterior.

Grans and covers are availabie for all types of traffic,
from pedestrians to high-speed, heavy aircraft. A mul-
titude of accessories is available including vertical and
horizontal outlets, catch basins, and even sidewall ex-
tensions which allow trenches of up to 300' in length
sloping continuously in one direction.

PolyDrain channels and catch basins are composed
of an advanced formulation of select quartz aggre-
gates and inert mineral fillers bonded together with
Polyester resins. This plastic bonding explains their
superior quality in terms of physical strength and du-

drainage systems. This produces a self-cleaning ef-
fect thus eliminating channel blockade and mini-

The self-cleaning qualities of the PolyDrain System move
waste and debris throueh the channels into catch
basins equipped with trash buckets. These trash
buckets are easily removed and emptied as neces-
sary. It all adds up to the most advanced, well -
engineered and economical system available today.
For applications requiring resistance to particularly
aggressive chemicals, The PolyDrain System is avail-
able in a special version known as PolyChampion.
PolyChampion is made from vinyl ester resins, rec-
