VIGNERI RT. 65 BOX 149B P.O.BOX 425 ARAPAHOE, NC 28510 919-249-0023 November 27, 1991 PAMLICO COUNTY PARKS & REC. DEPT. P.O.BOX 488 BAYBORO, NC 28515 RE:Dawson Creek Bridge Dev. Gentlemen: I am opposed to your proposed development as presently designed for the following reasons: 1. No sewerage system or bathroom facilities are included. Over the past three Summers I have been confronted with numerous incidents in the area of the bridge of people "relieving" themselves on the grounds. Being a licensed General Contractor in NC and having built two expensive homes near the bridge in Pamlico County, I know that a private developer could not build anything on your property without proper sewer facilities. Without such facilities your plan is unhealthy and will negatively impact my property value. 2. The present use as an unimproved access area should not have been encouraged. The trash, dumpsters, and rutted bare earth "parking" area constitute an "eyesore" that has hurt the sales appeal of the one house (Rt.65 Box 149C) that I have for sale there. 3. The present plan does not address the problem of the access area activity causing a further decrease in the depth of water after the bridge into the Neuse River. I have taken depth soundings in the area over the -past three years and at low water conditions the minimum depth is now 3 feet. I and most of the boaters in the area have struck bottom with our propellors many times. The proposed Project #2 will increase the present channel problem, unless the County plans on funding a dredging program in perpetuity. ti 4. I own the land parcels between the road (SR 1302) and, v . the Neuse River in front of both my homes. I try to keep people from parking on my property and have to pickup their trash continuously from the riverbank. Trash is left behind even when they don't park on my grass. Your project will make the situation worse because people will move from your area's riverbank down to mine to fish. I would like to see the area around the bridge improved and cleaned up, it is an eyesore at present. But the parcel you are considering is too small for a County access area. private developers have to follow the codes, so should you. This plan is not an example of sound, responsible planning. Sincerely, V i ADJACENT RIPARIAN PROPERTY OWNER STATEMENT T I hereby certify that I own property adjacent to Pam i:co County is property located at lot 4.44 (north) N.C.S.R. 1302 Daft=son Creek (lot, block, road, etc. on Neuse River in Arapahoe (body of water) O North Carolina in Pamlico County.
