permits or a modification of this permit. The following conditions shall apply:
1. All proposed development and associated construction must be done in accordance with
the application dated 5/04/04 and work drawings submitted on 5/04/04.
2. All construction must conform to the NC Building Code requirements and all Local,
State, and Federal regulations.
3. Any change or changes in the plans for development, construction, or land use activities
will require a re-evaluation and modification of this permit.
4. Pursuant to 15A NCAC 07J.0406(b), this permit may not.be assigned, transferred, sold,
or otherwise disposed of to a third party by the applicant, agent, or any entity other than
the NC Division of Coastal Management.
5. No excavation or filling of any wetlands or waters is authorized under this permit.
6. This project is located in the Neuse River Basin and is subject to the EMC's Neuse River
Riparian Buffer Regulations. Contact Tom Steffens with NC Division of Water Quality
at (252) 946-6481 for approval prior to project initiation.
7. A temporary barrier shall be constructed between the existing rock and the new
construction debris to prevent sediments contained in the debris from entering the
Neuse River.
This permit action may be appealed by the permittee or other
qualified persons within twenty (20) days of the issuing date.
From the date of an appeal, any work conducted under this per-
mit must cease until the appeal is resolved.
This permit must be on the project site and accessible to the
permit officer when the project is inspected for compliance.
Any maintenance work or project modifications not covered
under this permit requires further written permit approval.
All work must cease when this permit expires on December

In issuing this permit it is agreed that this project is consistent
with the local Land Use Plan and all applicable ordinances.
This permit -may not be transferred to another party without
the written approval of the Division of Coastal Management.

Narrative
River bank protection project
James J. and Hunter S. Bretaius

This project consists of reclaiming riverbank on the above property that has eroded due to
2003 hurricanes and storms that drove waves over the seawall and caused damage.
Chadwick Marine Construction Company has been retained to do the work This
company is an experienced, bonded and licensed marine contractor and is considered an
expert in erosion protection. The company has completed many projects in Craven
County came highly recommended by other waterfront property owners,
The contract calls for Chadwick to place clean scrap concrete, provided by Ospery
Construction Company of Havelock, on the bank, then cover this with a fabric mesh and
then place over 200 ton of limestone.
All of the rock and concrete will be placed between the top of the seawall and filled
upward toward the high point of the bank.
NO ROCK OR CONCRETE WILL BE PLACED OF THE RIVER SIDE OF THE
SEAWALL.
To complete the job I will place high-grade topsoil from the top of the rocks close to the
current grass level. This will be seeded with grass to prevent further erosion from the top
down.
The completed project will protect my property as well as save 12 mature hickory trees,
two long leaf pine trees and five other trees.

Pursuant to NCGS i 13-119(b), Craven County, a locality authorized to issue
CAMA permits in Areas of Environmental Concern, hereby gives NOTICE that on May
4, 2004, James and Hunter Brctzius applied for a CAMA permit for backfilling of an
existing seawall at 482 Boros Road
