We have received the information submitted to this office in your inquiry con-
cerning the necessity of filing an application for a minor development permit
under the Coastal Area Management Act. The activity you propose is exempt
from needing a minor development permit providing it complies with the condi-
tions specified below. If your plans should change and your project will no
longer meet those conditions, please contact me before proceeding.
DESCRIPTION OF ACTIVITY AND CONDITIONS:
ACTIVITY: Construct a 200'x 6' pier on Sleepy Creek in Straits Community.
CONDITIONS: Pier must not exceed 200' in total length; must not extend past
the four foot mean low water contour line (four foot depth at
mean low water) of the water body; must not exceed six feet in
,width; must not include an enclosed structure. Pier shall be no
closer than 15 ft. to adjacent property lines. This exemption
shall not apply to docks and piers being built within shellfish
franchises. Pier authorized by this exemption shall be for the
exclusive use of the land owner. A building permit is required.
This certification of•exemption from requiring a CAMA Permit is valid for
ninety (90) days from the date of issuance. Following expiration, a review of
the project and project site may be necessary to renew this certification.

this property is currently under contract to William R & Katrina A Payne.
He has described to me as shown below the development he is proposing at that location and I
have no objections to his proposal. I understand that a pier must be set back a minimum distance
of fifteen (15) feet from my area of riparian access unless waived by me.
