BROWNLOW RE: MAJOR CAMA PERMIT DATE: 10/28/94 Pursuant to the Commissioners approval for the Town to apply for a Major CAMA Permit to beach bulldoze, on 10/11/94 I contacted the state field consultant, Tun Mercer, to initiate the application. Mr. Mercer questioned why the Town wanted to apply for a major permit for beach bulldozing. He stated that the Coastal Management regulations had been revised to allow for a Minor CAMA Permit to perform the same activity (beach bulldozing) as the major permit except that under a minor permit, not more than an acre may be disturbed per application. The major and minor permits are valid for three years. However, the major permit application involves much more work and information, in addition to other state permits such as a Sedimentation and Erosion Permit. Mr. Mercer also indicated that other beach communities that have existing major permits will be using the minor permit process upon expiration of the major permit. Following is summary of the application process as per Mr. Mercer's instructions: * Submit "quality" work plat drawings showing in detail any landmarks such as vegetation lines; mean high water; total area to be disturbed; toe of dunes; and provide a total scope of the project and if necessary an area by area detail. * Submit "quality" profile drawings or cross sectional details indicating the depth of excavation; the distance of fill to be pushed; the disturbed areas in relation to MIM mark and vegetation line; the approximate escarpment depth; and demonstrate the proposed build up. * We must also initiate a planting project to stabilize the renourished areas with a planting schedule. This is to include the required maintenance to assure acclimatization of the plantings. * Submit a complete application accompanied by a $250.00 check. * Submit a copy of the sedimentation and erosion permit required due to disturbance of more than an acre of land. This is obtained by application to the Department of Environment, Health, and Natural Resources at the Wilmington office. There is a separate fee and application process for this permit. 10/28/94 Town Board Major CAMA Permit There is review process of approximately 75 days (more or less 3 months) to obtain a major permit while a minor permit requires slightly more than a week of legal advertising. Minor permit applications for beach bulldozing can be issued through the Building Inspector's office at the PKS Town Hall and requires a $50.00 fee. Hand drawn sketches may be submitted so long as the dimensions provided are accurate and the drawings are legible. Mr. Mercer further suggested that if the minor permit process were chosen, a representative of a "block" of property owners could, where the total area to be disturbed is less than an acre, or less than 43,560 sq.ft. (usually 6 - 8 oceanfront lots depending on the width of beach strand and the length of ocean frontage) apply for the minor permit and once issued, the permit is valid for 3 years and of course the penmitees would have to comply with the conditions as stated within the permit. cc: Major Permit Ad Hoc Committee 1111 qq /) FI-e-z-,)v T;;;O��7 ��O) Ilu otut qf �Cll-/� t p v
