This permit, issued on May 5�, is subject to compliance with the application and site drawing (where consistent with the permit), all applicable regulations and special conditions and notes set forth below. Any violation of these terms may subject permittee to a fine, imprisonment or civil action, or may cause the permit to be null and void. This permit authorizes: Driveway and Parking pad. (1) All proposed development and associated construction must be done in accordance with the permitted work plat drawings(s) dated received on April 30, 2015. (2) All construction must conform to the N.C. Building Code requirements and all other local, State and Federal regulations, applicable local ordinances and FEMA Flood Regulations. (3) Any change or changes in the plans for development, construction, or land use activities will require a re-evaluation and modification of this permit. (4) A copy of this permit shall be posted or available on site. Contact this office at 252-354-3338 for a final inspection at completion of work. (Additional Permit Conditions on Page 2) This permit action may be appealed by the permittee or other qualified persons vrithin twenty (20) days of the issuing date. This permit must be on the project site and accessible to the permit officer when the project is Inspected for compliance. Any maintenance work or project modification not covered under this permit, require further written permit approval. All work must cease when this permit expires on: DECEMBER 31, 2018 In issuing this permit it is agreed that this project is consistent with the local Land use Plan and all applicable ordinances. This permit may not be transferred to another party without the written approval of the Division of Coastal Management. Along with requiring special care by those who build and develop, the General Assembly directed the Coastal Resources Commission (CRC) to implement clear regulations that minimize the burden on the applicant. This application for a minor development permit under CAIVIA is part of the Commission's effort to meet the spirit and intent of the General Assembly. It has been designed to be straightforward and require no more time or effort than necessary from the applicant. Please go over this folder with the Local Permit Officer (LPO) for the locality in which you plan to build to be certain that you understand what information lie or she needs before you apply. Under CAMA regulations, the minor permit is to be issued within 25 days once a complete application is in hand. Often less time is needed if the project is simple. The process generally takes about 18 days. You can speed the approval process by malting certain that your application is'complete and signed, that your drawing meets the specifications given Inside and that your application fee is attached. Other permits are sometimes required for development in the coastal area. While these are not CAMA-related, we urge you to check with the Local Permit Officer to determine which of these you may need. A list Is included on page two of this folder. (6) Unless specifically allowed in 15A NCAC 07H. 0209(d)(10), and shown on the permitted plan drawing, all development/construction shall be located a distance of 30 feet landward of NORMAL HIGH WATER. (7) All unconsolidated material resulting from associated grading and landscaping shall be retained on site by effective sedimentation and erosion control measures. Prior to any land -disturbing activities, a barrier line of filter cloth must be installed between the land disturbing activity and the adjacent marsh or water areas, until such time as the area has been properly stabilized with a vegetative cover. (8) Any proposed for grading within the 3V buffer from the NORMAL HIGH WATER must be contoured to prevent additional stormwater runoff to the adjacent marsh. This area shall be immediately vegetatively stabilized, and must remain in a vegetated state. (9) All other disturbed areas shall be vegetatively stabilized (planted and mulched) within 14 days of construction completion. Malik 10020 and 10022 Coast Guard Road Emerald Isle, NC Carteret County April 2015 Stephen Malik is the owner of adjacent waterfront lots located at 10020 and 10022 Coast Guard Road in Emerald Isle. The undeveloped lots are also identified as Lots 1 and 2 Maurice S. Reilly Division. The property deed for Lot 1 is recorded in Deed Book 1434 page 57 in the Carteret County Registry of Deeds. The deed for Lot 2 is recorded in Deed Book 1493 page 460. Mr. Malik is requesting a minor CAMA permit to construct a single driveway and parking pad to serve the lots. The driveway and parking area will be partially located on both lots, as shown on project plans. No house is proposed at this time. It is the desire of the owner to protect existing Iarge trees located on the property. The 10' wide driveway will be located on the joint property line, but will curve as necessary to avoid mature trees. Both lots are located entirely within the CAMA 575' Outstanding Resource Waters Coastal Shoreline Area of Environmental Concern (AEC). No work associated with the current proposal is proposed within wetland areas or the CAMA 30' buffer. Project plans show the location and proximity of the proposed driveway to Normal High Water (NHW), coastal and 404 wetlands, and the CAMA buffer. The area of Lot 1 above NHW measures 16,356 square feet. The portion of this lot to be covered with impervious surfaces (driveway and parking pad) is calculated to be 1,532 square feet, or nine (9) percent of the highground area of the lot. Lot 2 consists of 26,925 square feet, with 1,607 square feet or six (6) percent impervious coverage proposed for the driveway and parking pad. No clearing other than the minimum needed to construct the driveway and parking pad is planned. The project engineer anticipates that a total of approximately 5,000 square feet will be disturbed during construction of the driveway and parking pad. The amount of disturbed area falls below the threshold for triggering a State erosion and sedimentation control plan.
