General Statutes, "Coastal Area Management"
Issued to BRUCE MEYERS, authorizing development in the Estuarine Shoreline - ORW (AEC) at 5118 BOGUE SOUND
DR, in EMERALD ISLE, as requested in the permittee's application, dated MAY 21, 2013. This permit, issued on JUNE
3,2013, is subject to compliance with the application and site drawing (where consistent with the permit), all applicable
regulations and special conditions and notes set forth below. Any violation of these terms may subject permittee to a
fine, imprisonment or civil action, or may cause the permit to be null and void.
This permit authorizes: ENCLOSE EXISTING DECK AND SURROUND WITH ADDITIONAL OPEN SLOTTED WOOD DECK
(1) All proposed development and associated construction must be done in accordance with the permitted work plat
drawings(s) dated received on MAY 21, 2013.
(2) All construction must conform to the N.C. Building Code requirements and all other local, State and Federal regulations,
applicable local ordinances and FEMA Flood Regulations.
(3) Any change or changes in the plans for development, construction, or land use activities will require a re-evaluation and
modification of this permit.
(4) A copy of this permit shall be posted or available on site. Contact this office at 252-354-3338 for a final inspection at
completion of work.

This permit action may be appealed by the permittee or other qualified persons
within twenty (20) days of the issuing date. From the date of an appeal, any
work conducted under this permit must cease until the appeal is resolved. This
permit must be on the project site and accessible to the permit officer when the
project is inspected for compliance. Any maintenance work or project
modification not covered under this permit, require further written permit
approval. All work must cease when this permit expires on:

In issuing this permit it is agreed that, this project is consistent with the local Land
Use Plan and all applicable ordinances. This permit may not be transferred to
another party without the written approval of the Division of Coastal
Management.

(5) The amount of impervious surface shall not exceed 25% of the lot area within 575 feet of NORMAL HIGH WATER
(Estuarine Shoreline - ORW Area of Environmental Concern), in this case, no square feet is authorized.
(6) Unless specifically allowed in 15A NCAC 07H. 0209(d)(10), and shown on the permitted plan drawing, all
development/construction shall be located a distance of 30 feet landward of NORMAL HIGH WATER. No portion of
the roof overhang shall encroach into the 30 ft. buffer.
(7) All unconsolidated material resulting from associated grading and landscaping shall be retained on site by effective
sedimentation and erosion control measures. Prior to any land -disturbing activities, a barrier line of filter cloth must
be installed between the land disturbing activity and the adjacent marsh or water areas, until such time as the area
has been properly stabilized with a vegetative cover.
(8) Any proposed for grading within the 30' buffer from the normal high water must be contoured to prevent additional
stormwater runoff to the adjacent marsh. This area shall be immediately vegetatively stabilized, and must remain in
a vegetated state.
(9) All other disturbed areas shall be vegetatively stabilized (planted and mulched) within 14 days of construction
completion.
(10) Existing impervious built upon surface exceeds max 25% allowed. Currently non -conforming

does not authorize any development of impervious surface.
(12)Proposed open wood slotted deck is proposed landward the 30' buffer zone. No additional deck is authorized in the
buffer under this permit.

CAMA PERMIT NOTICE
Pursuant to NCGS 113A-119(b), Emerald Isle, a locality authorized to issue
permits in Areas of Environmental Concern, through the Coastal Area
Management Agency (CAMA), hereby gives notice that on May 21
, 2013,
Bruce Meyers applied for a MINOR CAMA Permit to enclose existing deck and
surround with additional deck within an area of Environmental Concern at 5118
Sound Dr.
The application may be inspected at the address below. Public comments received
by June 3, 2013 will be considered. Later comments will be accepted and
considered up to the time of permit decision. Project modifications may occur
based on further review and comments. Notice of the permit decision in this
matter will be issued upon written request.

As adjacent property owners to our home at 5118
Bogue Sound Dr, Emerald Isle, we are notifying you
of our construction project to enclose an existing
covered deck/porch on the northside of our home.
We may also construct a deck around the enclosed
area in the near future. We are makinEr this
notification as required by the CAMA permiting
process here at the coast.
Attached please find a brief description and drawing
of the construction project. If you have any

Sincerely
We, the homeowners, are enclosing the north side
porch/covered deck. Enclosing this area will increase the
impervious area by 44 square feet. Since the lot is already
greater than the 25 % impervious guideline, we will
remove 60 square feet of side walk so that the net
impervious area is not exceeded. All of the 44 square feet
is due solely to the eaves expanding the drip line.
Removing some of the sidewalk will also decrease the
runoff to the sound. We have also decreased the runoff to
the sound by removing the drainage pipes that channeled
water directly into the sound from downspouts.
We also plan on constructing a slotted wood deck around
the enclosed porch/covered deck. This.will not increase
the impervious area.
All construction is more than 30 feet from the canal.
