This permit, issued on October 30, 2012, is subject to compliance with the application and site drawing (where consistent with the permit), all applicable regulations and special conditions and notes set forth below. Any violation of these terms may subject permittee to a fine, imprisonment or civil action, or may cause the permit to be null and void. This permit authorizes: The construction of a SFD and associated fill for dwelling, and a gravel drive. (1) All proposed development and associated construction must be done in accordance with the permitted work plat drawings(s) dated received on October 24, 2012 for dwelling and associated fill and August 29, 2012 for driveway. (2) All construction must conform to the N.C. Building Code requirements and all other local, State and Federal regulations, applicable local ordinances and FEMA Flood Regulations, (3) Any change or changes in the plans for development, construction, or land use activities will require a re-evaluation and modification of this permit. (4) A copy of this permit shall be posted or available on site. Contact this office at 252-728.8545 for a final inspection at completion of work. (Additional Permit Conditions on Page 2) This permit action may be appealed by the permitter or other qualified persons within twenty (20) days of the issuing date. From the data or an appeal, any work conducted under this permit must cease until the appeal is resolved. This permit must be on the project site and accessible to the permit officer when the project Is Inspected for compliance. Any maintenance work or project modlfloation not covered under this permit, require further written permit approval. All work must cease when this permit expires on, DECEMBER 31, 2015 In issuing this permit It Is agreed that this project Is consistent with the local Land Use Plan and all applicable ordinances. Prior to any land -disturbing activities, a barrier line of filter cloth must be installed between the land disturbing activity and the adjacent marsh or water areas, until such time as the area has been properly stabilized with a vegetative cover. (8) Any proposed for grading within the 30' buffer from the NORMAL HIGH WATER must be contoured to prevent additional stormwater runoff to the adjacent marsh. This area shall be immediately vegetatively stabilized, and must remain in a vegetated state. (9) All other disturbed areas shall be vegetatively stabilized (planted and mulched) within 14 days of construction completion. (10) This permit does not authorize development within any wetlands or open water areas. Vinson, A1CP Enclosures 08/3%0/2012, THU 7: 13 FAX .,tea CAMA U005/013 PROJECT DESCRIPTION Water's Edge of Macon County, LLC Lot 2 Bayview Drive Harkers island, NC Carteret County August 2012 Water's Edge of Macon County, LLC owns a two -lot subdivision on Bayview Drive in Harkers Island. The property was acquired by the current owners in December 2006, and at that time was identified as Lots. 33 and 34 of the Earl Davis Subdivision.. The property was recombined in December 2011 to create the existing two -lot subdivision. At this time the property owners are requesting a minor CAMA permit to construct a single-family house and gravel driveway with turn -around on Lot 2. Lot 2 consists of 2.95 acres and is located about 750 feet east of Yeoman's Drive, Prior to recombining the original lots, the owners received a minor CAMA permit to install septic and electric improvements to serve a single-family residence to be located at the waterward end of the property (currently Lot 2) adjacent Eastmouth Bay. They also .received Carteret County Health Department authorization to make needed septic improvements. An existing low pressure pipe (LPP) septic system on Lot 1 will serve the proposed house to be built on Lot 2. Improvements to the LPP system (an additional septic tank, pump tank, and force main) were installed adjacent the proposed house location as specified by Carteret County Health Department permits and in accordance with the minor CAMA permit previously issued by Carteret County Planning and Development. An operations permit for the septic improvements was issued by the Health Department in August 2011. Subsequently the lots were recombined to the current configuration. A septic easement on Lot 1 has also been recorded, in accordance with Health Department policy, In December 2011 the Carteret County Planning Commission unanimously approved a variance request for Lot 2 of 20 feet to the 50-foot buffer as outlined in the Down East Conservation Ordinance (DECO). Although the recombination created a larger waterfront area for Lot 2, there was insufficient area adjacent the septic system components to build a house in compliance with the 20-foot DECO buffer. The house will be located at the waterward end of the lot adjacent Eastmouth Bay, as shown on the enclosed plan. The plan also shows the location and proximity of the proposed house and driveway to Normal High Water (NHW), wetlands, and the 30' CAMA buffer, as well as existing lot lines and septic system components. (Tbe non - coastal or Section 404 wetland delineation has been approved by the US Army Corps of Engineers, and a representative of the NC Division'of Coastal Management located coastal wetlands as shown on project plans.) 08/30/2012 THu 7:13 FAX ++ CANA a 2006/013 The proposed plan meets Carteret County setbacks and the 30-foot LAMA buffer. No construction is proposed in wetland areas. Proposed impervious surfaces to be created total 13,820 square feet (house;:-- 2,912 square feet + driveway=10,908 square feet, for a total of 13,820 square feet) or 10.8% of the lot area (1.3,820 128,519 = .1075 or 10.8%). The house impervious is calculated to the roof/chip line over a concrete pad. Decks are to be located over concrete within the designated footprint, and are included in the impervious surfaces calculation. Minimal landscaping around the proposed house is proposed as shown on project plans. It is anticipated that approximately 20,000 square feet will be disturbed during construction of the house and driveway, allowing for room around the house for construction activities, material storage, etc. The amount of disturbed area falls.below the threshold for triggering a State erosion and sedimentation control plan, Adjacent riparian property owners (Randolph Grady and Richards Brothers, Inc.) have been notified of the proposed plans by certified mail.
