Dear Mr. & Mrs. Taylor:
I have reviewed the Information submitted to this office in your inquiry concerning
the necessary filing of an application for a CAMA Minor Development Permit
under the Coastal Area Management Act. After making a site Inspection on
November 15, 2011,1 have determined that the activity you propose is exempt
from needing a CAMA Minor Development Permit, as long as it remains
consistent with your project drawing, submitted on November 14, 2011, and it
also meets the conditions specified below. If you plans should change and your
project will no longer meet these conditions, please contact me before
proceeding.
SINGLE FAMILY RESIDENCES WITHIN THE ESTUARINE SHORELINE AREA
OF ENVIRONMENTAL CONCERN EXEMPTED 'QQ i
1. All development shall be located at least �f the mean high water
mark or normal water level, and shall not exceed a 30% Impervious
coverage, within 75 feet of the mean high water mark or normal water
level
2. No ground disturbance or land disturbing activity shall occur within 40 feet
of the mean high water mark or normal water level.
3. The development shall be consistent with all other applicable CAMA
permit standards, North Carolina Building Code standards, local
ordinances and local land use plans in effect at the time the exemption is
granted.
4. NOTE: All development must comply with the NEUSE River Buffer Rules
as stated in 16A NCAC I .0259. Any questions regarding these rules
should be directed to Division of Water Quality, 127. Cardinal Drive
Extension, Wilmington, NC 28405, 910-796-7215.

6. Prior to any development, slit fence shall be properly installed between all
planned land disturbance and the adjacent marsh and open water areas;
the slit fence shall be properly maintained throughout the construction
period_ Slit fence shall be installed such that it is properly toed -in to the
soil.
6. All unconsolidated material resulting from associated grading and
landscaping shall be retained on site by effective sedimentation and
erosion control measures, sedimentation and erosion control measures
shall be properly maintained throughout the construction papiod.
7. Development shall minimize the impacts to the buffer and reduce runoff
by limiting land disturbance to only so much as is necessary to construct
and provide access to the residence and to allow Installation or
connection of utilities such as water and sewer.
8. This permit does not authorize development within any wetlands or open
water areas.
This exemption to CAMA permit requirements does not alleviate the necessity of
your obtaining any other State, Federal or Local authorization. This exemption
expires one (1) year from the date of the letter.

Dear Mr. and Mrs. Taylor;
You have our aufhorizoflon, In accordance with 15A NCAC 02B .0233 and
Session Law 2011-394 and any conditions listed below, to Impact approximately
546,1 fn of Zone 2 of the protected riparian buffers for the purpose of
constructing the single family residence and gravel driveway at the subject
property as described within your application dated August 22, 2011. In
addition, you should obtain or othervvise comply with any other required federal,
state or local permits before you go ahead with your project IncImIng (but not
limited to) Erosion and Sediment Control, Non -discharge and CAMA regulations.
This authorization is for the purpose and design that you described ' In ' your
application. If you change your project, you must notify us and you may be
required to send us a new application. If the property is sold, the new owner
must be given a copy of this authorization letter and Is thereby responsible for
complying with all conditions. This authorization requires you to follow the

through the protected stream buffers and will not re -cone trace before

diffuse flow maintained.

No Impacts shall occur to Zone 1 of the protected riparian buffers (except for

4. Certificate of Completion
Upon completion of all work approved within this authorization, and any
subsequent modifications, the applicant is required to return the attached
certificale of`&bmpielian tb-M6 401 Oversight/Express Review Permitting Unit,
North Carolina Division of Water Quality, 1650 Mail Service Cuter, Raleigh,
NC, 27699-1650.
Any disputes over determinations regarding this Authorization Certificate
(associated with the approved buffer Impacts) shall be referred in writing to the
Director for a decision. The Director's decision is subject to review as provided in
Articles 3 and 4 of G.S. 1SOB. This Authorization Certificate shall expire five (5)
years from the date of this letter,
This letter completes the review of the "No Practical Alternatives" determination
under 15A NCAC 28 .0233. This letter does not authorize any impacts to either
Waters of the United States or Waters of the State. Please contact the US Army
