(2) All construction must conform to the N.C. Building Code requirements and all other applicable local ordinances and FEMA Flood Regulations. (3) Any change or changes in the plans for development, construction, or land use modification of this permit. (4) A copy of this permit shall be posted or available on site. Contact this office at completion of work. (5) Pursuant to 15A NCAG, Subchapter 7J.0406 (b), this permit may not be assigned, of to a third -party. From the date of an appeal, any work conducted under this permit must cease until [he appeal is resolved. Any maintenance work or project modification not covered under this permit, require further wdllen permit approval. Our family has owned 253 Ferry Dock Road since 1971. We've seen many major storms. Most recently, Hurricane Irene demolished 32 feet of our 100 feet of bulkhead, and Qmaged Mr. Kelly's pier to the extent that it had to- be replaced. Most of the debris ended up in our two ya�ds. — .I We believe the proposed structure, positioned only 55 feet (approximately) from the HWM could prove to have detrimental consequences and damages to all concerned, Under a separat te ommunication, we have asked two questions of Reggie Kelly, the owner, and as our official comments ,, now forward them to you. { Our first question is, has the owner considered the option of demolishing the existing house and then building a new house on the existing footprint, thereby allowing as much distance as possible between the high water mark and the front of the proposed new structure? Secondly, the plans we received show that the.existing house will be moved an a 3,773 square foot addition will be built in front of it. Rice & Associates reported the existing house would be placed on piers and "repositioned" 6 feet closer to our house and moved 13 feet towards the back of its existing lot. Before we officially send comments to local and state authorities, we auld like to first share our comments and questions with you, I' Of primary concern is the short distance between the high water mark ( and the front line of your proposed new construction. The distance for your proposed structure 11 be approximately 55 feet from the I- WM, while the'distance of your existing house is approximat ly 115 feet. This is a distinct and substantial change from your existing structure. Our house and the other houses in the neighborhood on our side of Ferry Dock Road are approximately 100 to 120 -feet from the ,,:inter, consistent with the location of your existing house. Given our knowledge ofl,past major storms and our recent experience with Hurricane Irene, when 32 feet of our bulkhead as Fell as your pier were severely damaged, resulting in much debris washing ashore and ending up in your yard and -our yard, we thinly your proposed structure positioned only 55 feet,approximately, frothe HWM could prove to have detrimental consequences and damages to all concerned.
