Voice 252-354-333 Fax 252-354-538 We have reviewed the information submitted to this office for a Dunes and Vegetation Permit and/or Building Permit and find that the activity you propose is exempt from needing a Minor Development Permit under the Coastal Area Management Act as long as it meets the conditions as specified below. If your plans should change and your project will no longer meet these conditions, please contact me before proceeding. A single-family residence or addition, or pool located in second -row V-zone has a $50 exemption fee. This is the only CAMA exemption that requires payment. There are no riparian owners, so there are no letters required from owners on either side. The rules of the Coastal Resources Commission require that you receive an AEC Hazard Notice and acknowledge that notice in writing before a permit for development can be issued. The Commission's rules onbuilding standards, oceanfront setbacks and dune alteration aredesigned to minimize,but not eliminate, property loss from hazards. By granting permits, the Coastal Resources Commission does not guarantee the safety of the development and assumes no liability for future damage to the development. The best available information, as accepted by the Coastal Resources Commission, indicates that the annual ocean erosion rate for the area where your property is located is c:�_ feet per year. The rate was established by careful analysis of aerial photographs of the coastline taken over the past 50 years. Studies also indicate that the shoreline could move as much as 66 feet landward in a major storm. TheRood waters in a major storm are predicted to be about -L-4L feet deep in this area. Preferred oceanfront protection measures are beach nourishment and relocation of threatened structures. Hard erosion control structures such as bulkheads, seawalls, revetments, groins, jetties and breakwaters are prohibited. Temporary devices, including sandbags, may be allowed under certain conditions. This structure shall be relocated or dismantled within two years of becoming imminently threatened. The applicant must acknowledge this information and requirements by signing this notice in the below space. Without the proper signature, the application will not be complete. P icant's Signature /- 7_ o L Date SPECIAL NOTE: This hazard notice is required for development in areas subject to sudden and massive storms and erosion. Permits issued for development in this area expire on December 31 of the third year following the year in which the permit was issued. Shortly before work begins on the project site, the Local Permit Officer will determine the vegetation line and setback distance at your site. If the property has seen little change and the proposed development can still meet the setback requirement, the LPO will inform you that you may begin work. It is impor- tant that you check with the LPO before the permit expires for official approval to continue the work after the permit has expired. Generally, if foundation pilings have been placed and substantial progress is continuing, permit renewal may not be necessary. If substantial progress has not been made, the permit must be renewed and a new setback line established. It is unlawful to continue work after permit expiration without this approval. After making a site inspection on January 25, 2006. 1 have determined that the activity you propose is exempt from needing a minor development permit as long as it remains consistent with your site drawing submitted on January 20, 2006 and it also meets the conditions specified below. If you plans should change and your project will no longer meet these conditions, please contact me before proceeding. SINGLE FAMILY RESIDENCES WITHIN THE ESTAURINE SHORELINE AREA OF ENVIRONMENTAL CONCERN EXEMPTED 1. All development shall be located at least 40 feet of the mean high water mark or normal water level from waters classified as ORW. 2. No ground disturbance or land disturbing activity shall occur within 40 feet of the mean high water mark or normal water level from waters classified as ORW. 3.' The development may not exceed a 25% built upon area within 575 feet of the mean high water mark or normal water level of waters classified as ORW, and shall not include any stormwater collection system. 4. The development shall be consistent with all other applicable CAMA permit standards, North Carolina Building Code standards, local ordinances and local land use plans in effect at the time the exemption is granted. This exemption to CAMA permit requirements does not alleviate the necessity of your obtaining any other State, Federal or Local authorization.
