This permit, issued on 7/08/03 is subject to compliance with the application and site drawing (where consistent
with the permit), all applicable regulations and special conditions and notes set forth below. Any violation of these terms may subject
permittee to a fine, imprisonment or civil action, or may cause the permit to be null and void.

Permit Number
This is a permit authorizing the construction of a single family dwelling with two 8' x 35' covered decks, one on street side
of house and one on canal side of house, 36.79' landward of the bulkhead located at 202 N. Kinston Ave. Any other
development will require additional permits or a modification of this permit. The following conditions shall apply:
All proposed development and associated construction must be done in accordance with the permitted workplat drawing as
submitted, stamped and received on July 7, 2003. The workplat was done by James I. Phillips and dated 6/18/03. This permit does
not authorize any land disturbing activity within the 30' buffer.
The amount of impervious surface areas shall not exceed 30% of the lot area within 75' of the normal high water mark, which defines
the Coastal Shoreline AEC at this location. In this case, 1,337.89 sq. ft. of impervious surface is authorized.
All construction must conform to the N.C. Building Code requirements and all other Local, State and Federal regulations.
Any change or changes in the plans for development, construction, or land use activities will require a re-evaluation and modification
of this permit.
In order to prevent sedimentation, a vegetated buffer zone must be maintained between all disturbed areas and the adjacent water
body or marsh.
Prior to initiating any land -disturbing activities, a barrier line of filter cloth, staked hay bales or burlap must be installed between the
land -disturbing activity and the adjacent marsh or water areas, until such time as the area has been properly stabilized with a
vegetated cover.
Pursuant to 15 NCAC, Subchapter 7J.0406(b), this permit may not be assigned, transferred, sold or otherwise disposed of to a third
party.
This permit action may be appealed by the permittee or other
qualified persons within twenty (20) days of the issuing date.
From the date of an appeal, any work conducted under this per-
mit m,.st cease until the appeal is resolved.
This permit must be on the project site and accessible to the
permit officer when the project is inspected for compliance.
Any maintenance work or project modifications not covered
under this permit requires further written permit approval.
All work must cease when this permit expires on December

In issuing this permit it is agreed that this project is consistent
with the local Land Use Plan and all applicable ordinances.
This permit may not be transferred to another party without
the written approval of the Division of Coastal Management.

I acknowledge that the land owner is aware that the proposed development is planned for an area which may be susceptible to
erosion and/or flooding. I acknowledge that the local permit officer has explained to me the particular hazard problems associ-
ated with this lot. This explanation was accompanied by recommendations concerning stabilization and floodprooftng tech-

The N.C. Division of Coastal Management hereby acknowledges receipt of your application for
State approval for minor development of your property located at 200 N. Kinston Ave. We
originally accepted your application under the impression it was full and complete. On
subsequent review, we have discovered that it lacks certain necessary information.
.Accordingly, we request you to provide us with the following information:
1. Show septic tank on survey
2. Provide Health Dept. permit for septic tank
In accordance with the Department of Environment and Natural Resources regulations, we note
that a certain time has passed while the application has remained in our office. Accordingly,
upon resubmission of a complete application, a local decision will be made in twenty-five days,
provided this period is not extended as provided by law.

Pursuant to NCGS 113A-119(b), the Town of Atlantic Beach, a locality authorized to issue
CAMA Permits in areas of environmental concern, hereby gives notice that on June 25,
2003, Thomas Smith applied for a CAMA Permit to construct a single family dwelling
located at 200 N. Kinston Ave. in Atlantic Beach, NC. The application may be inspected at
the address below. Public comments received by July 7, 2003 will be considered. Later
comments will be accepted and considered up to the time of permit decision. Project
modifications may occur based on further review and comments. Notice of the permit
