Carteret County as requested in the permittee's application, dated 7/18/03
This permit, issued on 8/01/03 is subject to compliance with the application and site drawing (where consistent
with the permit), all applicable regulations and special conditions and notes set forth below. Any violation of these terms may subject
permittee to a fine, imprisonment or civil action, or may cause the permit to be null and void.
This is a permit authorizing the construction of a walkway landward of the old sea wall located at 713 Oceai
Ridge Dr. Any other development will require additional permits or a modification of this permit. The
following conditions shall apply:
All proposed development and associated construction must be done in accordance with the permitted workplat
drawing as revised, submitted and received on August 1, 2003.
This permit does not authorize any construction beyond the old sea wall.
All construction must conform to the N.C. Building Code requirements and all local, state and federal regulations.
Accessways shall be exclusively for pedestrian use, shall be no more than six (6) feet in width, shall be elevated on
pilings of no more than five (5) feet in depth, and shall be elevated to a height that does not allow the decking to
touch the sand.
Only negligible alteration of the dunes is allowed during construction and any disturbed areas of vegetation shall be
re -vegetated immediately.
This walkway shall be relocated or dismantled when it becomes imminently threatened by changes in shoreline
configuration. The walkway shall be relocated or dismantled within two (2) years of the time when it becomes
imminently threatened, and in any case, upon its collapse or subsidence. However, if natural shoreline recovery or
beach renourishment takes place within two (2) years of the time the structure becomes imminently threatened, so
that the walkway is no longer imminently threatened, then it need not be relocated or dismantled at that time. This
condition shall not affect the permit holder's right to seek authorization of temporary protective measures allowed
under CRC rules.
This permit action may be appealed by the permittee or other
qualified persons within twenty (20) days of the issuing date.
From the date of an appeal, any work conducted under this per-
mit must cease until the appeal is resolved.
This permit must be on the project site and accessible to the
permit officer when the project is inspected for compliance.
Any maintenance work or project modifications not covered
under this permit requires further written permit approval.
All work must cease when this permit expires on December
31, 2006
In issuing this permit it is agreed that this project is consistent
with the local Land Use Plan and all applicable ordinances.
This permit may not be transferred to another party without
the written approval of the Division of Coastal Management.

FOR DEVELOPERS IN OCEAN HAZARD AND ESTUARINE HAZARD AREAS:
I acknowledge that the land owner is aware that the proposed development is planned for an' area which may
be susceptible to erosion and/or flooding. I acknowledge that the local permit officer has explained to me the
particular hazard problems associated with this lot. This.explanation was accompanied by recommendations
concerning stabilization and floodproofing techniques.
PERMISSION TO ENTER ON LAND
I furthermore certify that I am authorized to grant and do in fact grant permission to the local permit officer
and his agents to enter on the aforementioned lands in connection with evaluating information related to this
permit application.
This application includes: general information (this form), a site drawing as described on the back of this application,
the ownership statement, the AEC hazard notice where necessary, a check for $100.00 made payable to the locality,
and any information as may be provided orally by the applicant. The details of the application as described by these
sources are incorporated without reference in any permit which may be issued. Deviation from these details will
constitute a violation of any permit. Any person developing in an AEC without permit is subject to civil, criminal
and administrative action.

Dear Ms. Everett,
The N.C. Division of Coastal Management hereby acknowledges receipt of your application for
State approval for minor development of your property located at 713 Ocean Ridge Dr., Atlantic
Beach in Carteret County. It was received complete on July 18, 2003 and appears to be
adequate for processing at this time. The deadline for making a permit decision is August 12,
2003.
NCGS 113A-119(b) requires that Notice of an application be posted at the location of the
proposed development. Enclosed you will find a "Notice of Permit Filing" postcard which must be
posted at the property of your proposed development. You should post this notice at a
conspicuous point along your property where it can be observed from a public road. Some
examples would be: Nailing the notice card to a telephone pole or tree along the road right-of-
way fronting your property; or at a point along the road right-of-way where a private road would
lead one into your property. Failure to post this notice could result in an incomplete application.
An onsite inspection will be made, and if additional information is required, you will be notified.

NOTICE OF FILING AN APPLICATION FOR
CAMA MINOR DEVELOPMENT PERMIT
Pursuant to NCGS 113A-119(b), the Town of Atlantic Beach, a locality authorized to issue
CAMA Permits in areas of environmental concern, hereby gives notice that on July 18,
2003, Mary Everett applied for a CAMA Permit to construct a walkway on her property
located at 713 Ocean Ridge Dr. in Atlantic Beach, NC. The application may be Inspected at
the address below. Public comments received by July 28, 2003 will be considered. Later
comments will be accepted and considered up to the time of permit decision. Project
modifications may occur based on further review and comments. Notice of the permit
decision in this matter will be provided upon written request.

modify the original drawing.
