This permit covers the construction of a frame house (w/roof overhang) of 3053 sq. ft.
This permit also covers a parking pad of 1000 sq. ft. The revised plot plan was
received on July 17, 2002,
All proposed development and associated construction must be done in accordance with
permitted workplat drawings) as originally submitted or revised on July 17, 2002 and
the building plans submitted for review by the Building Inspector on June 18, 2002.
All construction must conform to the North Carolina Building Code requirements and all
other local, State and federal regulations.
Any change or changes in tha plans for development, construction, or land use
activities will require'a re-evaluation and modification of the permit.
The amount of impervious surface areas shall not exceed 252 of area within the 5751
area of environmental concern (ORW).
Pursuant: to 15NCAC, Subchapter 7J.0406(b), this permit may not be reassigned,
transferred, sold or otherwise disposed to a third party.
This permit action may be appealed by the parmittee or other
qualified persons within twenty (20) days of the issuing date.

Permit Number
This permit covmrs the construction of a frame house (with roof/overhang t/-3000sq. ft.)

We have received the information submitted to this office in your inquiry concerning the necessity of
filing an application for a minor development permit under the Coastal Area Management Act. The
activity you propose is exempt from needing a minor development permit providing it complies with
the conditions specified below. If your plans should change and your project will no longer meet
these conditions, please contact me before proceeding.
DESCRIPTION OF ACTIVITY AND CONDITIONS:
Conditions: Any change in this proposal shall be reevaluated by the CAMA Officer. A building
permit is required. Construction must be performed in accordance with the permitted work plat
originally submitted . All construction must conform to the North Carolina Building
Code requirements an a ' o er ocaT State, and Federal regulations.
IN ADDITION THE CONDITIONS CIRCLED BELOW APPLY:
1. The amount of impervious surface areas shall not exceed 30% of the lot area within the 75'
Area of Environmental Concern (AEC); in this case, square foot.
2. The amount of built -upon area shall be limited to no more than 25% of the Outstanding
Resource Water (ORW) area of land to be developed; in this case,
square feet.

3. In order to prevent sedimentation, a vegetated buffer zone must be maintained between all
disturbed areas and the adjacent water body or marsh. In this case, a C7 foot
wide buffer has been accepted.
4. Prior to initiating any land -disturbing activities, a barrier line of filter cloth, staked hay bales,
or burlap must be installed between the land -disturbing activity and the adjacent marsh or
water areas, until such time as the area has been properly stabilized with a vegetated
cover.
5. The applicant has effectively demonstrated, through innovative construction design, that
the amount of impervious surface areas may be exceeded in a way that runoff water will be
managed and the AEC protected so as to all percentage of impervious
surface areas within the AEC.
6. Pursuant to 15 NCAC, subchapter 7J.0406(b), this permit may not be assigned,
transferred, sold, or otherwise disposed of to a third party.
Stormwater collection systems are prohibited.
8. A 30-foot buffer zone must be provided from the mean high water line (normal water line).
This certification of exemption from requiring a CAMA permit is valid for ninety (90) days from the
date of issuance. Following expiration, a review of the project and project site may be necessary to
renew this certification.

I represent Claud Dunn, Jr., an adjacent property owner to William F. Honaker, Jr., with regard
to his property in the Daisy Koonce Subdivision off Red Bam Road, Newport, North Carolina.
Mr. Honaker indicates to my client that he has filed an application for a minor permit but would
not share the permit application with my client. Honaker indicated that the advertisement would
be in the Carteret newspaper as Claud Dunn resides in Smithfield, this appears in violation of the
spirit and intent of notification to adjoining property owners.
Request is hereby made that a copy of the application as well as all drawings and plats be
forwarded to the undersigned as Attorney for Claud Dunn, Jr.
