as authorized by the State of North Carolina, Department of Environment,
Health, and Natural Resources and the Coastal Resources Commission for development
in an area of environmental concern pursuant to Section 113A-118 of the •
General Statutes, "Coastal Area Management."
Issued to Richard Skinner authorizing development in the Estuarine
Shoreline AEC at 509 Harbor Drive, New Bern, Craven County
as requested in the permittee's application, dated 8/07/98
This permit, issued on 8/20/58 is subject to compliance with the application and site drawing (where consistent
with the permit), all applicable regulations and special conditions and notes set forth below. Any violation of these terms may subject
permittee to a fine, imprisonment or civil action, or may cause the permit to be null and void.
1) This permit does not authorize the excavation or filling of any wetlands or water; Section 404 Wetlands
were flagged by Bill Biddlecome.
2) All fill material or any material made unconsolidated during construction must be contained on high
ground. Filter cloth or other adequate sedimentation/erosion control measure must be employed between
all disturbed areas and the adjacent water or wetlands until such time as the area is stabilized.
3) This permit does not authorize any structures.
4) All proposed development and associated construction must/be done in accordance with the permitted
workplat drawing(s) as originally submitted, or as revised on 08/07/98.
5) Any change or changes in the plans for development, construction, or land use activities will require
a re-evaluation and modification of this permit.
6) Pursuant to 15 NCAC, Subchapter 7J.0406(b), this permit may not be assigned, transferred, sold or
otherwise disposed or to a third -party.
This permit action may be appealed by the permittee or other
qualified persons within twenty (20) days of the issuing date.
From the date of an appeal, any work conducted under this per-
mit must cease until the appeal is resolved.
This permit must be on the project site and accessible to the
permit officer when the project is inspected for compliance.
Any maintenance work or project modifications not covered
under this permit requires further written permit approval.
All work must cease when this permit expires on December
31, 2001
In issuing this permit it is agreed that this project is consistent
with the local Land Use Plan and all applicable ordinances.
This permit may not be transferred to another party without
the written approval of the Division of Coastal Management.

However, processing has not begun due to the application being incomplete. Your
application cannot be accepted as complete for processing until the additional
information is submitted to this office. On the application, the Description of Project,
Areas of Environmental Concern, Proposed Use, Size of Building in Square Feet,
and Size of Site in Square Feet are all left blank. I have already advertised the
application so that permitting time will not be hindered, but I will have to suspend the
clock if the application is not returned completed immediately.
