Permit Number
1. All proposed development and associated construction must be done in accordance
with the application dated Dec. 13, 2004, work plat drawings dated Dec.13, 2004,
and originally submitted on Dec. 13, 2004.
2. All construction must conform to the -NC Building Code requirements and all Local,
State, and Federal regulations.
3. Any change or changes in the plans for development, construction, or land use
activities will require a re-evaluation and modification of this permit.
4. Prior to initiating land -disturbing activities, adequate sedimentation/erosion
control measures must be employed to prevent the movement of unconsolidated
materials into the marsh or water. These measures must remain in place until
such time as the area is properly stabilized with vegetated cover.
This permit action may be appealed by the permittee or other
qualified persons within twenty (20) days of the Issuing date.
From the date of an appeal, any work conducted under this per-
mit m.st cease until the appeal is resolved.
This permit must be on the project site and accessible to the
permit officer when the project is inspected for compliance.
Any maintenance work or project modifications not covered
underthis permit requires further written permit approval.
All work must cease when this permit expires on December

In issuing this permit it is agreed that this project is consistent
with the local Land Use Plan and all applicable ordinances.
This permit may not be transferred to another party without
the written approval of the Division of Coastal Management.

RE: Application for CAMA Minor Development
Permit — 401 Neuse Street, Oriental, NC
You will recall our previous conversations about my plan to build a residence on the
footprint of the old buildings located on my lot in Oriental. A few years ago you visited
the lot and met with Scott Jones who was with CAMA at the time. My plan later stalled
but I have recently revived it and I am now applying for a CAMA permit to develop.
During July 2004 Steven Lane with CAMA visited the lot and placed the CAMA flags.
During August I had a new survey prepared by Kendall Gaskins and I have enclosed a
copy with this letter. I highlighted the area of the survey where the existing buildings
stand.
On July 26 I met Kyle Barnes at the lot. Kyle is the new assistant to Tom Steffens at the
Division of Water Quality. Kyle reviewed my plan and looked over the entire lot. He
gave me verbal approval to build on the footprint of the existing buildings (just as Debra
Sawyer had done in 2001). Kyle also mentioned that I could probably get a minor
variance from DWQ to build off of the footprint in a westerly direction (away from the
water) because the 50 ft. mark at the edge of zone 2 is right at the edge of the existing
building (see the survey). I might file such a request later. You recently told me on the
phone that expanding in that direction would not affect this CAMA permit because you
are mostly concerned with how close to the water I plan build.
I have enclosed the application form, $100 check, a copy of the new survey showing the
footprint of the existing buildings and a copy of a preliminary drawing I have for a house.
I also enclosed pictures of the lot and buildings to refresh your memory about the
location.
