P. McDonald Bord Na Mona repair wastewater system, Minnesott Beach, Pamlico County, NC, Project No. 95- 36 Dear Mr. Stein: We have reviewed revised plans and specifications for the above referenced facility, received August 29 and September 7, 1995. It is our understanding that the system manufacturer is concurrently working on developing an experimental system protocol with North Carolina State University to evaluate the first few installations of this system in North Carolina, and that the owner of this proposed Pamlico County site is agreeable to allowing the third party research organization permission to monitor this system. The proposed revisions appear to meet our previous technical concerns pertaining to this project. Enclosed is one copy of the plans and specifications stamped "Approved by the On -Site Wastewater Section, Division of Environmental Health, Department of Environment, Health and Natural Resources." The improvement permit to be issued for this project must include the approved plans and specifications, legal documents, and any conditions deemed appropriate by the health department. Conditions to be included in the improvement permit for this project are requirements that monitoring provisions to be proposed in the experimental system protocol shall be incorporated during the installation of this system, and that the property owner shall give written permission to the third party research organization to enter onto the property during reasonable hours as needed to carry out the experimental testing protocol. The approved plans and specifications are for the following facilities and system components: Facilities: Four bedrooms single family residence for a maximum occupancy of gjgbt people. Note that the owner must not advertise his home to have any additional occupancy capacity, nor shall any more than four bedrooms or rooms which could reasonably be expected to serve as P. O. System: 1,000 gallon septic tank, with ZABLE Model A300 effluent filter and access risers extended to finished grade, 1,000 gallon pump tank, effluent pump with flow equalization timer control ,panel, four Bord Na Mona pre -fabricated peat modules and now distribution system installed within 35 foot by 14 foot raised gravel bed. Design Flow: 480 gallons per day. As you are aware, there are a number of times during the installation of this system when direct supervision by the health department must be provided to insure that the system in installed properly. For this project, make certain that: 1. Provisions are taken by the owner to insure that bedrooms and occupancy shall not exceed the system design limitations specified. 2. Septic tank and pump tank are properly constructed and determined by 24 hour leakage tests to be fully watertight. Tanks must include access manholes extended at or above grade (for pump tank) as indicated on approved plans and include secured readily accessible manhole openings. 3. Septic tanks must include ZABLE effluent filter installed in accordance with manufacturer's recommendations and as indicated on approved plans, and demonstrated to be readily removable from the overlying access manhole. 4. . Pump tank must include all specified components, pump, discharge piping and pump removal system, valves, level control floats properly adjusted and readily accessible from above grade at the access manhole (and independent of the pump), and control panel in NEMA 4X enclosure, including audible and visible high water alarm on a separate circuit, elapsed time meter and cycle counter, and flow equalization on -off timers, as specified. Pump dosing and alarm systems must be demonstrated to be fully operational prior to system start up. 5. Layout and site preparation steps for nitrification bed and Bord Na Mona modules must be completed in accordance with manufacturer's recommendations and approved by the health department prior to system installation. Gravel bed is to be installed at the depth of approximately four inches below the existing grade. Minimum set backs of 35 feet to adjacent surface waters and five feet to the house must be maintained to the edge of the bed. Bord Na Mona modules must be installed level within the gravel bed in accordance with manufacturer's recommendations, and flow distribution system provided and connected in a fashion to assure uniform distribution of effluent between and within the Mr. David Stein Page 3 September 8, 1995 modules. Gravel bed surface between the peat modules and the edge of the bed is to be covered with a filter fabric at the gravel/backfill interface. Backfill is to be provided up to the top of the peat modules and extend at least five feet beyond the edge of the gravel bed prior to at least a three -to -one taper to meet the original ground surface. Bed surface must be finally graded to shed surface water, seeded and mulched prior to operation permit issuance. Note that a registered professional engineer must certify that the system has been installed in� accordance with approved plans and specifications based upon periodic observations of construction and a final inspection for design compliance by the certifying engineer or his representative, and the installation must be approved by the health department prior to the issuance of an operation permit. The operation permit must include, as conditions, the operation and maintenance procedures included in the approved plans and specifications. It shall also include the necessary information regarding the proposed management entity and certified operator, and any additional concerns deemed appropriate by the health department for the operation and maintenance of this system. Due to the innovative nature of this system, please call on us to assist you with your final inspection of the system installation prior to operation permit issuance. Securely fasten the bell coupling on the side of the filter case by s solvent weld connection to the Schedule 40 PVC plastic pipe which extends through the outlet opening of the septic tank. The Schedule 40 PVC pipe extending through the outlet opening of the tank should be at least 12" or more beyond the tank before being connected by an adaptor to the remainder of the system. This will suspend the filter inside the septic tank by the bell housing on the side of the filter case. The top of the tank must have an opening 12" in diameter or larger to allow easy removal of the disc dam cartridge for cleaning. We have reviewed plans and specifications for the above referenced facility, received May 24, 1995. I apologize for our delay in completing our review of this system. We have been concurrently reviewing proposals for the use of Bord Na Mona products statewide, and at other specific sites .in North Carolina. Based upon recent discussions with the manufacturer, consideration is being given to granting experimental approval,to provide for at least installations of systems at this Pamlico County site and at a site in Gates County, if this is acceptable to all parties involved and the necessary pieces can quickly fall into place. A concern we have which could be readily investigated at either site, is the adequacy. of the proposed peat bed flow distribution system. It would appear that the use of ten 15 millimeter (0.56 inch) orifices in the lateral distribution network over each peat module would not facilitate adequate pressurization with the specified pump, although the company claims this has already been adequately demonstrated in Ireland. Besides the need to have an experimental testing protocol submitted which incorporates this site, which the company is working on concurrently, the following comments must be addressed with regards to the proposed system in Pamlico County: - 1. Design Flow: The basis for the proposed 500 gallons per day design flow must be indicated, in accordance with Rule 15A NCAC 18A .1949. How many bedrooms are present and what is the maximum design occupancy? 2. The Septic Tank must include access manholes which extend at least to finished grade. Pump Tank: Relative invert and ground surface elevation must be indicated. Inlet must be a straight pipe. Means of manually removing pump is unclear. The apparent extension of discharge piping above grade must be altered to insure adequate cover is to be provided over all portions of the discharge piping and supply line. Pump and high water alarm activation levels must be indicated. Proposed flow rate does not appear compatible with manufacturers dosing recommendations (7.5 gallons per minute per module). 4. Peat Modules/Application Bed: Plans must indicate minimum setbacks to maintained, based on field staking of proposed system. If possible, the configuration should be elongated as much as possible, with the long dimension parallel to the natural ground surface. Bottom of bed must be specified to be level (no allowable fall). Portion of ground above gravel bed not covered by peat must include a geotextile fabric at the gravel/backfill interface to prevent migration of fines into the.bed. The top of the backfill must extend five foot beyond the edge of the gravel bed before the side slope taper begins. It is our understanding that orifice plates are used to facilitate the equal flow distribution between the four peat modules (not valves and pressure gauges), although we do advise valving be provided to enable any of the four modules to be isolated. A detail of the distribution manifolds/orifice plate must be provided. We have discussed with the manufacturer our concerns that adequate pressurization and thus equal distribution may not be achievable with the proposed distribution networks. This could either be addressed by the experimental protocol to be proposed, or adequate documentation of distribution uniformity provided from previous testing. 5. Operation Maintenance and Monitorine: Due to the innovative/experimental nature of this system, it shall be considered equivalent to a Type V(a) system for the purposes of assigning management entity responsibilities in accordance with Rule .1961(b). Mr. David Stein Page 3 August 23, 1995 Provisions for system monitoring to be provided shall include a water meter, elapsed time meter and cycle counter in the system control panel, observation tubes extending into the bottom of the gravel bed, and any other monitoring provisions required in the experimental testing protocol. Note that the owner must be aware of the experimental nature of this system and agree to grant access for monitoring and evaluation to the research/test organization in accordance with Rule .1969(4)(c). P. McDonald Bord Na Mona repair wastewater system, Minnesott Beach, Pamlico County, NC, Project No. 95-36 Dear Mr. Stein: We have reviewed plans and specifications for the above referenced facility, received May 24, 1995. I apologize for our delay in completing our review of this system. We have been concurrently reviewing proposals for the use of Bord Na Mona products statewide, and at other specific sites in North Carolina. Based upon recent discussions with the manufacturer, consideration is being given to granting experimental approval to provide for at least installations of systems at this Pamlico County site and at a site in Gates County, if this is acceptable to all parties involved and the necessary pieces can quickly fall into place. A concern we have which could be readily investigated at either site is the adequacy of the proposed peat bed flow distribution system. It would appear that the use of ten 15 millimeter (0.56 inch) orifices in the lateral distribution network over each peat module would not facilitate adequate pressurization with the specified pump, although the company claims this has already been adequately demonstrated in Ireland. Besides the need to have an experimental testing protocol submitted which incorporates this site, which the company is working on concurrently, the following comments must be addressed with regards to the proposed system in Pamlico County: 1. Design Flow: The basis for the proposed 500 gallons per day design flow must be indicated, in accordance with Rule 15A NCAC 18A .1949. How many bedrooms are present and what is the maximum design occupancy? 2. The Septic Tank must include access manholes which extend at least to finished grade. Relative tank invert and ground surface elevations must be indicated. P.O. Pump Tank: Relative invert and ground surface elevation must be indicated. Inlet must be a straight pipe. Means of manually removing pump is unclear. The apparent extension of discharge piping above grade must be altered to insure adequate cover is to be provided over all portions of the discharge piping and supply line. Pump and high water alarm activation levels must be indicated. Proposed flow rate does not appear compatible with manufacturers dosing recommendations (7.5 gallons per minute per module). 4. Peat Modules/Application Bed: Plans must indicate minimum setbacks to maintained, based on field staking of proposed system. If possible, the configuration should be elongated as much as possible, with the long dimension parallel to the natural ground surface. Bottom of bed must be specified to be level (no allowable fall). Portion of ground above gravel bed not covered by peat must include a geotextile fabric at the gravel/backfill interface to prevent migration of fines into the bed. The top of the backfill must extend five foot beyond the edge of the gravel bed before the side slope taper begins. It is our understanding that orifice plates are used to facilitate the equal flow distribution between the four peat modules (not valves and pressure gauges), although we do advise valving be provided to enable any of the four modules to be isolated. A detail of the distribution manifolds/orifice plate must be provided. We have discussed with the manufacturer our concerns that adequate pressurization and thus equal distribution may not be achievable with the proposed distribution networks. This could either be addressed by the experimental protocol to be proposed, or adequate documentation of distribution uniformity provided from previous testing. 5. Qpgration Maintenance and Monitoring: Due to the innovative/experimental nature of this system, it shall be considered equivalent to a Type V(a) system for the purposes of assigning management entity responsibilities in accordance with Rule .1961(b). Mr. David Stein Page 3 August 23, 1995 Provisions for system monitoring to be provided shall include a water meter, elapsed time meter and cycle counter in the system control panel, observation tubes extending into the bottom of the gravel bed, and any other monitoring provisions required in the experimental testing protocol. Note that the owner must be aware of the experimental nature of this system and agree to grant access for monitoring and evaluation to the research/test organization in accordance with Rule .1969(4)(c). We shall continue our review as soon as we receive the revisions and the additional information requested above.
