This permit, issued on May 9, 1984 is subject to compliance with the application and site drawing
(where consistent with the permit), all applicable regulations and special conditions and notes set forth below. Any violation of these
terms may subject permittee to a fine, imprisonment or civil action; or may cause the permit to be null and void.
1. In order to avoid unreasonable danger to life and property, all development shall
be designed and placed so as to minimize damage due to fluctuations in ground
elevation and wave action in a 100-year storm. Any building constructed within
the ocean hazard area shall comply with Appendix D,`"Windstorm Resistive Con-
struction," of the North Carolina Residential Building Code,.except that when
any provisions of that appendix are inconsistent with any of the following -AEC
standards, the more restrictive provisions shall control.
2. The development will be set back from the ocean the maximum feasible distance
possible on the existing lot and the development will be designed to minimize
encroachment into the setback area.
3. The lowest habitable floor of the structure be no more than 1,000 square feet or
10 percent of the lot size, whichever is greater. In calculating by size for the
purposes of applying this Rule, the vegetation line shall be used as the seaward
reference point.
4. All structures in the ocean hazard area will be on pilings not less than eight
inches in diameter if'round, or eight inches to a side if square.

This permit action may be appealed by the permittee or
other qualified persons within twenty (20) days of the issuing f;
date. From the date of an appeal, any work conducted under this Local Permit Officer (signature)
permit must cease until the appeal is resolved.
This permit must be on the project site and accessible to the George H. Wood
permit officer when the project is inspected for compliance.
Any maintenance work or project modifications not covered fiI` CD name

tent with the local Land Use Plan and all applicable ordinances. (919) 338-1558
This permit may not be transferred to another party without

5. All pilings will have a tip penetration greater than four feet below mean sea
level.
6. All foundations will be adequately designed to be stable during applicable
fluctuations in ground elevation and.wave-forces during a 100-year storm.
Cantilevered decks and walkways shall meet this standard or shall be designed
to break away without structural damage to the main structure.
7. All, pilings will be appropriately treated to resist decay, insects, and corrosion.
8. The lowest portion of the structural member of the lowest floor (excluding the
pilings orcolumns)willbeelevated to or above the 100-year storm elevation.
9. All exposed structural connections will be adequately rustproofed or enclosed.
10. All utility systems will be located and constructed so as to minimize or elimi-
nate storm damage.
11. All walls below 100-year-base flood level will be designed and installed to:
(A) allow storm waters to rise and flow freely under the structure, (B). not
permit the breakaway themselves to become water -borne debris, and (C) not cause
the accumulation of water -borne debris. Breakaway walls will be intended to
collapse under stress without jeopardizing the structural support of the
structure
12. No impermeable (such as asphalt or cement) surfaces will be allowed over any
functional part of a complete septic tank system.
13. The permittee will sign and return the copy of the AEC Hazard Notice which is
attached.

CAMA Minor Development Permit
Application
This office has received your request for a CAMA Minor Develop-
ment Permit on behalf of Mr. and Mrs. Harold Wright of Hickory, North
Carolina. This request was for authorization to construct a single-
family ocean -front residential structure at Lot 35, Section 3, of the
Surfside Subdivision, in Rodanthe, Dare County. This permit appli-
cation is not complete at this time and is being returned to you for
more information.
On the application form there are some areas on which more infor-
mation is required or a signature is required. Please complete these
indicated items. The plat does not show a septic system or the pro-
posed driveways that may be placed at the site. These should be
clearly delineated as part of the project plans.
Erosion rate in this area is established by the Coastal Resources
Commission as 16 feet per year, creating a 480-foot setback for
structures such as this. Meeting this setback on this lot would be
impossible, so the exemption to setback requirements outlined in
15,NCAC 078.0309(b) may be applied. This allows construction of a
single-family residential structure on lots platted prior to June 1,
1979, oceanward of the applicable setback providing the following
conditions are met:
1. Piling tip penetration must be 4-feet below sea level.

2. The lowest inhabitable floor of the proposed structure
should be 1000 square feet or 10 percent of the lot area.
3. The development is set back a maximum distance from the
first line of stable, natural vegetation.
In meeting No. 3 outlined above, the residence should be set
back as close.to the roadway on the landward side of the lot as local
zoning restrictions or deed convenants will allow. Septic systems
should be placed in accordance with local Health Department require-
ments and located beside the proposed structure or on the waterward
side. The residence is the primary reason for the property being
developed. It has the highest dollar value of the different components
of the development, and potentially it houses the human lives that
could be endangered in the event of sudden storm -caused erosion or
wave action.
Please incorporate these ideas in the client's proposal. We
will be anticipating receipt of your completed application for process-
ing in the near future. If you have .any questions, please contact me,
