Dear Mr. Fulcher:
As,the local permit officer for the Town of Nags Head, I
am responsible for processing minor development permits under
the North Carolina Coastal Area Management Act (CAMA). On March
19, 1984, you applied for a CAMA permit to build a duplex on lot
9,_Block -l4,--Section 4,- Hollywood Beach. On April 2, 198,4, you
were granted a CAMA permit (§84-019) for this project.
On August 3, 1984, during an inspection of the site, the
following violations we're discovered:
1. Although the mass of the frontal dune had not been sub-
stantially reduced, the frontal dune had been altered in config-
uration by pushing down the peaks and filling the low areas.
2. An area approximately

in any way necessary to bring your project into conformity with
the regulations of the Coastal Area Management Act. Please sign

RESTORATION AGREEMENT
I, as authorized agent for Hill-
: Signature, gHa'r:;�ol B. Fulcher)
Fulcher Company, agree to bring lot 9, Block 14, Section 4, Hollywood
i Beach into conformity with Coastal Area Management Act modifications
by:
1. Immediately sand fencing'the disturbed area with at least 150
lineal feet.of sand fencing to prevent wind'erosion. This sand
fencing is to be erected in short segments and is to be aligned.in
such a way as to be essentially perpendicular to the prevailing
northeast winds.
2. Resprigging the entire 64' x 45' area which has been denuded of
vegetation with at least 3,000 sprigs of American Beach Grass to
stabilize the dune. This resprigging is to be completed by
December 10, 1984.
3. .Installing an elevated walkway, six feet wide or.less, over the
frontal dune in order to protect the -new dune and newly installed
sprigs of American Beach Grass from trampling by foot traffic. This
walkway is,to be erected by December 10, 1984.
