without reference in any permit which may be issued.
Deviation from these details will constitute a violation
of any permit. Any person developing in an AEC without
a CAMA permit is subject to civil, criminal and admini-
strative action.

This permit, issued on August $T19-$3- , is subject to compliance with the application and site drawing
(where consistent with the permit), all applicable regulations and special conditions and notes set forth below. Any violation of these
terms may subject permittee to a fine, imprisonment or civil action; or may cause the permit to be null and void.
1. A minimum of two (2) signs no sma ler than 12'v-y will--b-e placed -and maintained on
poles on the ocean beach at least 6' above ground level that will indicate the areas to
fishermen, surfers, and bathers that the structure(s) or devices) are present offshore.
2. The structure(s) or device(s) will be removed at the expense of the applicant should
they ever be. documented as being a nuisance to private property or to the public well-
being. ("Nuisance" will be defined as any interference 0 th reasonable use of public
trust waters or the ocean beaches for navigation, swimming, fishing, sunbathing or other
recreational uses.)
3. The structure(s) or device(s).will be aligned no closer to the MHW ocean beach shoreline
than 300'
Note: In issuing this permit the State of North Carolina in no way acknowledges the effec-
tiveness as an. erosion control device the product known as "Seascape".
This permit action may be appealed by the permittee or
other qualified persons within twenty (20) days of the issuing
date. From the date of an appeal, any work conducted under this
permit must cease until the appeal is resolved.
This permit must be on the project site and accessible to the
permit officer when the project is inspected for compliance.
Any maintenance work or project modifications not covered
under this permit require further written permit approval.
All work must cease when this permit expires on
August 8, 1983
In issuing this permit it is agreed that this project is consis-
tent with the local Land Use Plan and all applicable ordinances.
This permit may not be transferred to another party without
the written approval of the Office of Coastal Management.

In accordance with your written request of June 22, 1983, and
pursuant to Section 10 of the River and Harbor Act of 1899 (33
U.S.C. 403), you are hereby specifically authorized to place
1,400 feet of Seascape, an erosion control device, in the Atlantic
Ocean at Nags Head, Dare County, North Carolina.
The work shall be accomplished as shown on the enclosed plans.
Should the devices fail to retard erosion and loose their
integrity, any resultant debris will be removed from the waters so
as not to become a hazard to navigation or an esthetic eye sore.
Work under this authority of this letter permit must begin before
September 1, 1983, and be completed by December 31, 1983. Please
inform us regarding the actual commencement and completion dates.
This Department of the Army permit does not relieve you of the
responsibility to obtain any State or local approval.

As we discussed on the telephone
yesterday, I enclose our application for a
CAMA Minor Development Permit to install Sea
scape erosion control devices adjacent approx-
imately 1,400 feet of beach in South Nag's Head
North Carolina. Also enclosed are:
1. My check for $25.00 payable to
NCDNRCD
2. A site drawing
3. A list of participating owners
4. Authorization letters from owners
5. Letters to adjacent riparian owners,
-certified mail receipts and replies.
At present, I have not yet received an
authorization letter from one of the owners, but
anticipate that it will come in very shortly. I
will provide it to you promptly.
As I mentioned on the telephone, we
have received approval from the Corps of Engineers
for this project and hope to perform the instal-
lation in mid August in conjunction with Mr.
Teagle's group to the south of us at Goose Wing
and Ocean Colony. I would therefore greatly
appreciate anything which could be done to ex-
pedite"the approval process. If you require any
further information or documentation, please
contact me.

artificial seaweed (known as Seascape) adjacent
their property in order to control beach erosion.

Army Corps of Engineers an application for
approval of this project. As required by their
regulations, I enclose a copy of that applica-
tion.
At present, it appears that our group
will encompass all properties from that of
Pauline.Baugh at Lots 3 and 4 in Hollywood Beach
at the North end, through the Camelot By The Sea
subdivision on.the South end. As I have prev-.,
