Thursday Jan 12t7_ n ..located off Old Cherry Point Road near A-1 Tree Service. Their property sustained shoreline stabilization damage during Hurricane Irene. They have contracted with Trader Construction to repair and improve the shoreline stabilization due to the Hurricane. Description of Proposed Work: • Removal of 28 trees (including fallen trees at the beach) Some of these trees will have the stumps removed and some will be ground down to be able to fill and mow over. • Cut and fill the existing eroded slope, to construct a uniform graded and compacted slope, to accept Class 2 granite rip rap. 200 tons to elevation 12.0' Miscellaneous filling, grading, and seeding to cover low areas of the yard of visible roots, stumps, rock debris to produce a uniform graded landscaped area. • Restore the neighbor's yard from heavy equipment ingress / egress. We will remove the stairs down to the beach and leave the high point intact at your neighbor's natural slope ( Elevation 26.0). We will not encroach on the natural sand beach, in other words at a normal tide there will be a clear area of beach about 10-15' wide in front of your property. A steep slope will begin at the high point of the corner of your property. We are controlled by this point and the beach location. As we move westward along your waterfront the top of your slope will move back dramatically from where it is dangerously eroded at this time. It will transition to a 3:1 slope to and will be covered with granite rip rap to elevation 12.0'. From that point, we will grade to a 4:1 slope or flatter as it transitions to existing contours( approx.. 60' back from the beach). Elevation 18.0+ We will cut and shape a ramp of 4:1 slope down to the beach at the low point of the yard. We will seed the area at elevation 8.0' and above, and haul clean sand to transition from elevation 8.0' to elevation 3.0'down to the beach area. Gregson Dee Freeman -Governor-----------------_ Director _ —-------- a Secretary BUFFER AU THORIZAPON CERT"FICATE FOR SHORELINE STABILIZATION A riparian buffer authorization is required for shoreline stabilization activities within the Tar -Pamlico & Neuse River basins per Division of Water Quality (DWQ) regulations 15A NCAC 028.0259 & 0233. The Division of Coastal Management (DCM) through a Memorandum of Understanding with the Division of Water Quality (DWQ) has reviewed your project proposal, determined that the project as proposed complies with the aforementioned regulations, and made a "no practical alternatives" determination per those regulations. Those activities covered by your Coastal Area Management Act (CAMA) permit have received Buffer Authorization as long as the project is constructed in a manner that continues to meet all of the conditions listed below. Failure to comply with this Buffer Authorization shall subject the property owner & the party (contractor) performing the construction Wor land clearing to a civil penalty of up to $25,000 per day per violation. 1. Impacts: Impacts to woody vegetation from clearing and filling in Zone 1 (begins at the most landward of either the waters ridge or the coastal wetland line and extends 30 feet landward) shall be miniir:ized to what must be impacted for the sound installation of the shoreline stabilization project. Unnecessary clearing and filling in the buffer is a violation of the riparian buffer rules. 2. Clearing & Grading: Clearing and grading of Zone 2 (begins at the landward edge of Zone 1 and extends 20 feet landward) is allowed provided that it is re -vegetated immediately and Zone 1 is not compromised, which includes maintaining diffused (non-channelized) flow of storm water runoff through the buffer. 3. Construction Corridors: Construction corridors are allowed for shoreline stabilization projects, but they must be satisfactorily restored as described in condition 5 below. 4. Potential Overwash: For vertical shoreline stabilization projects (bulkheads) only; sites where wave overwash is expected to be severe, the first ten (10) feet landward (unless specifically authorized otherwise by DCM) from the structure may be maintained as a stable lawn in order to provide for structural stability. 5. Site Restoration: At minimum, pre -project site conditions must be re-established. A site that was wooded prior to this shoreline stabilization project must be restored with woody vegetation at a stem density of 320 stems per acre. Non wooded sites may be re -vegetated with woody vegetation. Restoration must be completed by the first subsequent planting season (November 1 through March 30) after completion of the bulkhead. Once re- established, understory vegetation in Zone 1 is to be undisturbed and no mowing or any other activity that would remove understory vegetation is allowed., • Pre -project site conditions: ia,W?� , T cFe S 6. Project Drawing: The drawing on the CAMA General Permit is considered the project drawing of your property indicating the location of the shoreline stabilization structure and any associated clearing, grading, and construction corridors. This drawing will be used to aid in compliance and monitoring efforts.
