In the event our beach cottage should survive the summer/fall 2000 hurricane season, we believe that we would like a permit to install sandbags after November 1, 2000 in accordance with applicable regulations. Since Hurricane Floyd, the dune escarpment has been approximately two (2) feet landward of the front foundation/footing on the ocean side of our cottage. We had to jack -up and support our front foundation with "piers" and backfill with bulldozed sand under the concrete floor slab of our cottage. I have enclosed the following photos for your reference: 1. Photo 1- 6/5/99 - Approximately 3 months before Floyd depicting an oceanfront view of our cottage with a concrete slab porch and roof. There was also an unattached deck in the background. 2. Photo 2 - 9/16/99 - Immediately after Floyd. As you can see, the concrete slab porch collapsed leaving the roof hanging above. Subsequent to this photo, the dune sloughed/caved-in even more. 3. Photo 3 - Depiction of workmen installing the foundation "piers" for stabilization and jacking of front foundation. We replaced the concrete porch lost during the storm with a grade beam foundation which supports the roof and the replacement deck immediately above. This foundation system supporting the roof (and the deck immediately above) extends out approximately eight (8) feet from the oceanside foundation/wall of the house and is within the old footprint of the front porch which collapsed during the hurricane. We would like to place the sandbags approximately twenty (20) feet from the southern/oceanside foundation/wall of the house extending approximately ten (10) feet past the western side of our cottage and approximately twenty (20) feet past the eastern side of the cottage (not the eastern side of the garage). This would involve approximately one hundred (100) lineal feet of sandbag protection (70' directly in front of the cottage and 10' past the western wall and 20' past the eastern wall). I have also enclosed a sketch (not to scale) with dimensions for your reference and assistance. It is my understanding that this sandbag installation would be permitted pursuant to T15A:07H.1705(a)(5) of the CAMA regulations. It is also my understanding that Bogue Banks (i.e., Pine Knoll Shores and Indian Beach/Salter Path) is considered to be actively pursuing a beach nourishment project and that our beach is now under consideration by a U.S. Army Corps of Engineers' Sand Nourishment Recourse Study pursuant to T15A:07H.0308(F) of the CAMA regulations. Accordingly, it's my further understanding that this proposed sandbag protection could possibly remain in place for up to five (5) years. We would also backfill/bulldoze sand to cover the sandbags and install sand fencing above them as well as plant appropriate vegetation in this area. Since our property is 150' in width with an additional 10' beach access easement adjacent to our western boundary, we have ample property which would be remaining between the ends of the sandbag installation and the adjoining properties which would assure no adverse impact on the adjoining properties. Please advise how I should proceed to secure the necessary and appropriate permit to accomplish this sandbag installation beginning on or after November 1, 2000 (the cessation of turtle nesting season). Once the temporary erosion control structure (sandbags) is determined to be unnecessary due to the relocation or removal of the house, the bags must be removed within 30 days. I also understand that the removal of the sandbags shall not be required if they are covered by dunes with vegetation sufficient to be considered stable and natural two years from permit approval date.
