Fisher Avenue New Bern, NC 28560 Reply to: 2720 Date: May 1, 1991 Q J U N Z C 1991 i� — ----------------------- This letter will confirm the decisions made on your request to construct a rip -rap erosion barrier and to improve the pier as part of the permit you have for a recreation residence on the Croatan National Forest. The work on the pier (construct it 6-feet wide by 10-feet long with a T-head platform 5-feet by 20-feet) is approved. You may proceed with this work on the pier whenever you like as far as we are concerned. The request to construct a rip -rap revetment 90-feet long by 5-feet wide is not approved. This matter has been given much thought, and consultation was made with the faculty at East Carolina University who study these things. Some of the reasons that went into the decision are that, according to studies, barriers like this tend to shift and accelerate shoreline erosion to other points on the shoreline. In the event of a hurricane, or major storm, the barriers have no effect on impacts to the shore. Shoreline erosion, or movement, is a natural process. We have several other locations on the Forest, most on the Neuse River, where the shoreline is eroding. Over the years, it has generally been our policy to allow this natural process to continue. In some locations the shoreline is decreasing, in others, it is increasing. This decision may be appealed to the Forest Supervisor. If you choose to do so, your appeal should be written and sent to Mr. Bjorn Dahl, Forest Supervisor, National Forests in North Carolina, P.O. Box 2750, Asheville, NC 28802. Box 2750 Asheville, NC 28802 RE: Jo Ann Underwood - Riprap Revetment Dear Mr. Gurganus: Thank you for your recent letter and phone call concerning Jo Ann Underwood's application to construct a 90' riprap revetment at Lot #10, of the National Forest System land located on the White Oak River in Carteret County. I appreciate the extra attention you and the Forest Service have given her project and the cooperation shown to the North Carolina Coastal Management Program. As I mentioned, the Division of Coastal Management is poised to issue Ms. Underwood a General Permit pursuant to 15 NCAC, Subchapter 7H.1100 once permission has been received from your agency. I have conducted two onsite evaluations and remain confident that the proposed riprap is consistent with the North Carolina Coastal Area Management Act and that the project will generate no adverse impact on either the estuarine resources or the integrity of the adjacent shoreline. Attached for your review is a copy of the State regulation and special conditions pertaining to the construction. Based on my experience, riprap is the best method to use at the Underwood site. The proposed riprap will arrest the erosion problem while dissipating wave energy. Although the adjacent property is exposed and eroding at the same rate as the project shoreline, it is highly unlikely that the proposed structure will transfer or accelerate erosion to the neighboring shoreline.
