The proposed project to be located and constructed as described
above is hereby certified as exempt from the CAMA permit re-
quirement pursuant to 15 NCAC 7K .0203. This exemption to
CAMA permit requirements does not alleviate the necessity of
your obtaining any other State, Federal, or Local authorization.
This certification of exemption from requiring a CAMA permit is
valid for 60 days from the date of issuance. Following expiration,
a re-examination of the project and project site may be necessary
to continue this certification.

Any person who proceeds with a development without the con-
sent of a CAMA official under the mistaken assumption that the
development is exempted, will be in violation of the CAMA if there
is a subsequent determination that a permit was required for the
development.
The applicant certifies by signing this exemption that (1) the ap-
plicant has read and will abide by the conditions of this exemp-
tion, and (2) a written statement has been obtained from adjacent
landowners certifying that they have no objections to the
proposed work.

Attached is a Certificate of Exemption From Requiring a CAMA
Permit to construct a pier with T-head platform on the White Oak
River, in the Croatan National Forest, Lot #40, Carteret County,
NC.
In order to validate this permit, please sign all three (3)
copies as indicated. Retain the yellow copy and the attached
regulation (7K .0203) for your files and return the blue and
green signed copies to us in the enclosed, self-addressed
envelope.
There is not a fee for a Certificate of Exemption,
therefore, we are returning your Check (#0755) in the amount of
$50.00.

This letter will confirm the decisions made on your request to construct a
rip -rap erosion barrier and to improve the pier as part of the permit you have
for a recreation residence on the Croatan National Forest.
The work on the pier (construct it 6-feet wide by 10-feet long with a T-head
platform 5-feet by 20-feet) is approved. You may proceed with this work on the
pier whenever you like as far as we are concerned.
The request to construct a rip -rap revetment 90-feet long by 5-feet wide is not
approved. This matter has been given much thought, and consultation was made
with the faculty at East Carolina University who study these things. Some of
the reasons that went into the decision are that, according to studies, barriers
like this tend to shift and accelerate shoreline erosion to other points on the
shoreline. In the event of a hurricane, or major storm, the barriers have no
effect on impacts to the shore. Shoreline erosion, or movement, is a natural
process. We have several other locations on the Forest, most on the Neuse
River, where the shoreline is eroding. Over the years, it has generally been
our policy to allow this natural process to continue. In some locations the
shoreline is decreasing, in others, it is increasing.
This decision may be appealed to the Forest Supervisor. If you choose to do so,
your appeal should be written and sent to Mr. Bjorn Dahl, Forest Supervisor,
National Forests in North Carolina, P.O. Box 2750, Asheville, NC 28802.

Dear Mr. Bullard:
Ms. Jo Ann Underwood has asked me to coordinate the issuance
of the CAMA General Permit with you and the National Forest
Service. As you know, Ms. Underwood proposes to construct a
riprap revetment approximately 90' long with a base width of 5'
wide for the purposes of controlling shoreline erosion at the
property listed as Lot #40, in the Croatan National Forest, off
SR 1114, on the White Oak River, in Carteret County. In
addition, the existing pier will be extended approximately 10' to
provide adequate water access.
I have determined that the proposed project is consistent
with the North Carolina Coastal Management program including, the
State construction standards pursuant to 15 NCAC, Subchapters
7H.0208, 7H.1100 and 7H.1200. The use of riprap is an excellent
method of arresting the bank erosion at the Underwood site. The
riprap will tend to absorb wave energy, rather than reflecting it
onto the adjacent unprotected shoreline.
If you and your staff concur with the confidence of the CAMA
General Permit, you will need to provide Ms. Underwood permission
to perform these activities on Forest Service property. You may
mail it to either Ms. Underwood or me.
