Statement of Compliance and Consistency
This permit is subject to compliance with this application, site drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine or criminal or civil action; and may cause the permit to become
null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The
applicant certifies by signing this permit that 1) prior to undertaking any activities authorized by this permit, the applicant will
confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local
ordinances, and 2) a written statement or certified mail return receipt has been obtained from the adjacent riparian
landowner(s) .
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available
information and belief, certify that this project is consistentwith the North Carolina Coastal Management Program.

Dear Mr. Antoine,
I appreciated the conversations we have recently had concerning our adjoining
properties on the Neuse River in Craven County, NC. Your plans to improve your
bulkhead on the water front of your lot, being at 1500 River Dr., by placing large rocks
similar to that on my property, and laid down in a manner that matches the contour of the
existing rock bulkheads sounds like a great idea. By way of this letter my wife Sonya and
I give approval of your plan so as to satisfy any requirements that may be made by any
governing body or association that controls such actions on our shore line. Sonya and I
look forward to meeting you and your family soon and discussing other ways we can
work together to improve our parcels in ways friendly to the environment.
We hope this letter will suffice in expediting your permit to proceed with the
bulkhead improvements. We are both signing this letter to assure that you are receiving
approval from all the owners of the adjacent property at 1490 River Dr. Please let us
know how it turns out, and let us know if you need additional input from us as your
immediate neighbors.
