This permit is subject to compliance with this application, site drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine or criminal or civil action; and may cause the permit to become
null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The
applicant certifies by signing this permit that 1) prior to undertaking any activities authorized by this permit, the applicant will
confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local
ordinances, and 2) a written statement or certified mail return receipt has been obtained from the adjacent riparian
landowner(s) .
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available
information and belief, certify that this project is consistent with the North Carolina Coastal Management Program.

This correspondence is in reference to your July 01, 2005 objection letter to the pier project
proposed by Mr. Robert Rowe and Mr. James Morris at 101 Purifoy Street near Bridgeton, on the Neuse
River, Craven County, North Carolina. The applicants proposed to install a 42' pier with a 12' x 8' dock,
a 12' x 4' extension to a 3' x 12' floating dock, and a 13' x I boatlift on their property. The project is
located adjacent to the Neuse River, near Bridgeton, in Craven County, North Carolina.
It appears that your objection centers on the two issues — the fact that the contractor does not hold
a license (your assessment), and the fact that there have been "several" violations on the property with
unpaid penalties in the past two years (again, based on your assessment). Based on information submitted
to this office, Mr. Robert Haskins, Sr. of Medford Marine Contractors presented himself as the agent for
the applicant. This was sufficient evidence for the Division of Coastal Management (DCM) to issue a
permit in the name of the applicants, and directly to Mr. Haskins. There is no contractor's license
required to construct a docking facility. There was a single prior violation on the site that has been
restored. Restoration is necessary before the DCM will render a final decision upon a permit request.
However, law does not require payment of the penalty in order that the applicants obtain further permits.
Thus, the DCM reviewed the application along with the pertinent rules of the Coastal Resources
Commission in conjunction with your objections and determined that the project is consistent with the
Commission's rules. Therefore, the DCM issued CAMA General Permit 442401-C to Robert
Rowe/James Morris, with the acting agent of Robert N. Haskins, Sr. of Medford Marine Contractors, on
July 22, 2005 authorizing the pier and dock project.
If you wish to appeal this permit decision, you must file a Third Party Hearing Request with the
Director of the Division of Coastal Management, Mr. Charles S. Jones, Department of Environment and
Natural Resources within 20 days of the permit decision. A copy must also be sent to the Attorney
General's Office, Environmental Division. If you wish to appeal, please contact me and I can forward

THIS LOAN AGREEMENT, evade and entered into this '! 9 day of � /� . 2005 by and betwees
.games Y. Morris (hereafter cefereed to as "IMar3is-) and Robert Lee Rowe and K isfina Mary Rowe
(hereafter refex-red to as -Rowe-).
' ' AT.NESSETH-
WHEREAS, Rowe desires to acquire a piece of property in what is known as Sandy point, located
on the North side of the Mouse River beside the old US 17 right of way in Bridgeton on time East
side. Due to certain present conditions they cannot do this without help.
Now, therefore, in consideration of the mutual premises herein, and other good and valuable
consideration, the receipt of which is hereby acknowledged, the parties hereto agree as follows -
Morris agrees to loan Rowse $150,000.00 for a period not to exceed ten years. Interest is to be
starting day of closing.
Lowe agrees to pay Morris0�10 on the first day of each month following the closing. They
further agree to remake a lump scram payment of no less than no later than the 10th of
February yearly. Any amount over agreed interest will be credited to principal. Larger payments
maybe made with the payment due the IDth of February of each year, or at any other time. There
will be no penalty for early payments on time principal.
The property (for ra uftal reasons) wrill be deeded to James Y. Morris. Vtjhen the Roan is paid in fu16,
Morris will deed the property to Robert Lee Rowse and Kristina Rowe clear and free, with ]Bowe
paying for the preparation of time deed. It is anticipates9 that this will be accomplished well beg®re
the ten year period is up.

of the taxes by the last day of December of each year.

estates, devisees, ]weirs, executors, assigns, successors, claimand repreSen3atives, and all persons
claiming by, through, or under them.
Three copies of this Agreement may be execaa-ed, each of which shall be deerned an original, but
all of which taken together constitute one.

Just touching base to give you ladies a sample of project site address
interpretation for database entry. I thought this might help since many times you
receive, as the project site address, info that takes a bit of interpretation to
extract out address pieces for data entry. Probably the best way to think of the
address is in terms of what someone like the ambulance or police folks would need to
target an address -- the "how to get there" descriptive info is something they can
figure out with the address pieces.
The attached is an Excel spreadsheet that shows samples of address info you might
see written in as the project site address on your hardcopy form, and the fields on
your data entry pages that were designed to capture address pieces for
standardization of information between all the records for a given field in the
table(s). The data is peeled out and put into the right web page fields since the
data from those fields go into the table with defined field length -- really long
text will get chopped off. You will see that the Notes table in the spreadsheet can
serve to house the entire address if it is descriptive and long in nature.

This letter is in reference to the Notice of Violation dated May 16, 2005 that Roy Brownlow, representative
for the Division of Coastal Management, issued to you for enclosure of covered deck over Public Trust
Waters/wooden deck construction at Star Seafood, 3330 Old Ferry Road, S.W. adjacent to the Atlantic
Intracoastal Waterway, Supply, Brunswick County. The violation involved Estuarine Waters, Public Trust,
and Coastal Shoreline areas of Environmental Concern designated by the Coastal Resources Commission.
Based upon the site visit conducted on June 21, 2005 by Roy Brownlow, the restoration requested is
complete to the satisfaction of the Division of Coastal Management.
The Coastal Area Management Act provides that a civil assessment of up to $2,500 may be assessed for
any violation. It is the policy of the Coastal Resources Commission to assess a civil penalty for all
violations in order to recover some of the costs of investigating violations and/or to compensate the public
for any damage to its natural resources.
Under the rules of the Coastal Resource Commission, a proposed civil penalty in the amount of $500.00 is
appropriate for this violation. You may expeditiously resolve this matter prior to the assessment of a formal
civil penalty by accepting responsibility for the violation and paying the amount proposed above. In order to
do this, you must: (1) sign one of the attached copies of an "Agreement to Pay Civil Assessment;" (2)
attach a check or money order for $500.00 made payable to the North Carolina Department of Environment
and Natural Resources (NCDENR); and, (3) return the signed agreement and payment to this office in the
enclosed, self-addressed envelope within ten (10) days of your receipt of this letter. Upon deposit of your
check in the Department's account, you will receive a Notice of Compliance officially closing this
enforcement action.

assessment of a civil penalty in the amount of $500,00 against me for violation of the Coastal Area
