Onslow County Hubert Water Treatment Plant Expansion Project and Associated
Improvements, Onslow County, North Carolina.
Dear Ms. Barrett:
ARCADIS has been contracted by Onslow County to develop an Environmental
Assessment (EA) and assist with environmental permitting for proposed expansion of
two existing water treatment plants (WTP) in Onslow County, North Carolina. One
of the water treatment plants, the Hubert WTP, is located within the jurisdiction of
the Morehead City North Carolina Division of Coastal Management (NCDCM)
district office. The Hubert WTP expansion project includes construction of a new
raw water transmission main that will have five navigable stream crossings. Based
on an October 1, 2003 meeting with Jim Gregson from the Wilmington NCDCM
district office and subsequent phone conversation with you, it appears that a Coastal
Area Management Act (CAMA) general permit 1600 will be required for the
proposed stream crossings associated with the Hubert WTP expansion project. This
letter provides a summary of the proposed Hubert WTP expansion project and
presents information regarding the proposed stream crossings.
Onslow County is proposing to expand its existing Hubert WTP and Dixon WTP to
continue to develop the Castle Hayne aquifer as a source of raw water in the County.
The majority of the proposed expansion projects will replace water supplied from the
Cretaceous aquifer with water supplied from the Castle Hayne aquifer. - Onslow
County must plan for the reduction in its water supply capacity due to the new
Central Coastal Plain Capacity Use Area (CCPCUA) regulations for the Cretaceous
aquifer. The CCPCUA regulations will require a reduction of more than 75 percent
in the County's currently permitted Cretaceous wells. The CCPCUA regulation
alone will require the County to obtain more than 4 million gallons per day (mgd) of
alternative water supply. Additionally, the County needs to address an existing water
supply deficit during peak -demand periods. Finally, the proposed project will allow
the County to adequately plan for modest growth increases expected by 2010.

To continue to develop the Castle Hayne aquifer as an alternative source of raw
water, Onslow County proposes to expand the Dixon WTP from 2 to 4 mgd and
expand the Hubert WTP from 2 to 6 mgd. The Dixon WTP is located on a 14 -acre
tract in the community of Dixon, south of the intersection of US 17 and NC 210 and
falls under the jurisdiction of the Wilmington NCDCM district office. One raw
water main stream crossing is proposed as part of the Dixon WTP expansion project.
A Nationwide #12 401/404 Permit (Action ID. 200300180) was obtained for the
Dixon raw water main. NCDCM participated in the permitting process for the Dixon
raw water main and provided cohsistency with the 401/404 permit. At an October 1,
2003, jurisdictional wetland verification meeting with the U.S. Army Corps of
Engineers (USACE), NCDCM, and NC Division of Water Quality (NCDWQ), Jim
Gregson confirmed that no additional CAMA permitting would be required for the
Dixon WTP expansion project.
The Hubert WTP is located on a 15 -acre tract in the Hubert community at the
intersection of NC 172 and NC 24 and falls under the jurisdiction of the Morehead
City NCDCM district office. The enclosed map depicts the improvements associated
with the proposed Hubert WTP expansion pioject. Ten additional wells sites have
been identified to supply additional raw water to the Hubert WTP and will be
connected to the plant through approximately 5.8 miles of new raw water
transmission mains. The mains will be constructed within existing highway rights-
of-way and easements.
The new raw water mains for the Hubert WTP will cross four perennial streams and
one intermittent stream. The crossings, illustrated on the enclosed map, include Bell
Swamp (S1), Queen Creek (S6 and S4), an unnamed tributary (UT) to Queen Creek
(S3), and Pasture Branch (S5). Table 1 provides a summary and information about
the perennial and intermittent streams located along the transmission main corridor.
NCDWQ stream rating forms for each stream crossing are also enclosed for
reference.

During August and September 2003, ARCADIS delineated the jurisdictional
wetlands in the project area. Findings from the wetland field studies were discussed
with USACE, NCDWQ, and NCDCM during the October 1, 2003, jurisdictional

It is estimated that up to 0.57 acres of jurisdictional wetlands may be impacted by
construction of the raw water transmission main for the Hubert WTP. However,
wetland impacts may be avoided by constructing the transmission line in the existing
roadway shoulder. None of the identified wetlands are marshes.
Wetlands were also identified at several of the Hubert well sites/access easements,
including: HTW3-Weyerhauser, HTW7-Rogers, HTW8-Bougie, HTW10-Riggs, and
HTW 10-Howard3. All of the identified wetlands are forested inland wetlands. No
marsh wetlands were identified. The USACE and NCDWQ have indicated that a
401/404 permit will be required for construction of the Hubert well sites and
transmission main.
Again, we appreciate your assistance in preparing a CAMA general permit for the
proposed Hubert WTP expansion project. We would like to schedule a meeting with
you to conduct a site visit to the proposed construction areas located within
NCDCM's jurisdiction and complete a general permit application. In the coming

own property adjacent to CAMA jurisdictional waters) within the project corridor.
This letter is your formal notification of the CAMA General Permit Application per
the North Carolina Administrative Code, Section 15A 07H.
Onslow County is in the process of expanding the Hubert WTP from a capacity of
2 million gallons per day (mgd) to 6 mgd. The Hubert WTP wells currently
withdraw groundwater from the Castle Hayne aquifer. The raw groundwater is
treated and the clean, finished drinking water is distributed to County customers.
This plant expansion will allow the County to continue to develop the Castle Hayne
aquifer as a source of raw water. The County must expand withdrawal in the Castle
Hayne aquifer to offset a major reduction in groundwater withdrawal from the
Cretaceous aquifer per the new Central Coastal Capacity Use Area (CCPUA)
regulations. The CCPUA regulations require a 75 percent reduction in groundwater
withdrawal from all of the County's Cretaceous wells.
In addition to the physical expansion of the Hubert WTP, this project includes the
installation of new wells and raw water transmission mains. Ten well sites have been
identified to supply additional raw water to the Hubert WTP. Theses sites are
identified on the attached map. The new raw water transmission main system
includes 0.8 miles of 16 -inch diameter force main, 5.4 miles of 12 -inch diameter
force main, and six stream crossings. Aerial (above ground) construction methods
will be used for five of the stream crossings, and horizontal directional drilling
methods (tunneling below ground) will be used for one crossing. The location of the
raw water transmission mains is also identified on the attached map.

Onslow County is in the process of expanding the Hubert WTP from a capacity of
2 million gallons per day (mgd) to 6 mgd. The Hubert WTP wells currently
withdraw groundwater from the Castle Hayne aquifer. The raw groundwater is
treated and the clean, finished drinking water is distributed to County customers.
This plant expansion will allow the County to continue to develop the Castle Hayne
aquifer as a source of raw water. The County must expand withdrawal in the Castle
Hayne aquifer to offset a major reduction in groundwater withdrawal from the
Cretaceous aquifer per the new Central Coastal Capacity Use Area (CCPUA)
regulations. The CCPUA regulations require a 75 percent reduction in groundwater
withdrawal from all of the County's Cretaceous wells.
In addition to the physical expansion of the Hubert WTP, this project includes the
installation of new wells and raw water transmission mains. Ten well sites have been
identified to supply additional raw water to the Hubert WTP. Theses sites are
identified on the attached map. The new raw water transmission main system
includes 0.8 miles of 16 -inch diameter force main, 5.4 miles of 12 -inch diameter
force main, and six stream crossings. Aerial (above ground) construction methods
will be used for five of the stream crossings, and horizontal directional drilling
methods (tunneling below ground) will be used for one crossing. The location of the
raw water transmission mains is also identified on the attached map.

Dear Mrs. Bailey:
We have reviewed our design plans and all of the proposed stream crossings by the raw
water transmission main are located within the existing North Carolina Department of
Transportation's (NCDOT) right-of-way. Onslow County has acquired an Encroachment
Agreement with NCDOT that allows Onslow County to install the water mains on the
NCDOT right-of-way.
