Statement of Compliance and Consistency
This permit is subject to compliance with this application, site drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine or criminal or civil action; and may cause the permit to become
null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The
applicant certifies by signing this permit that 1) prior to undertaking any activities authorized by this permit, the applicant will
confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local
ordinances, and 2) a written statement or certified mail return receipt has been obtained from the adjacent riparian
landowner(s) .
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available
information and belief, certifythat this project is consistent with the North Carolina Coastal Management Program.

Brunswick County.
In order to validate this permit, please sign all three (3) copies as indicated. Retain the white copy for your
files and return the signed yellow and pink copies to us in the enclosed, self-addressed envelope. If the
signed permit copies are not returned to this office before the initiation of development, you will be working
without authorization and will be subject to a Notice of Violation and subsequent civil penalties.

SUBJECT: Stormwater Outfall Pipe Repair at Holden Beach, Brunswick County
Dear Mr. Arrington:
Please find enclosed a CAMA General Permit Application for pipe repair at the end of Cole St. on Holden
Beach in Brunswick County. An existing 24" RCP stormwater outfall pipe that handles stormwater from
the highway system around the Holden Beach bridge has failed, creating an erosion scarp that is affecting
the adjacent properties as well as Cole Street. This outfall system is within a NCDOT drainage easement
along Cole Street, which is a non -system roadway. Currently, four 24" x 8 ft sections of RCP including a
headwall has separated from the system. NCDOT is proposing to secure the fifth joint and reset the fourth
and third joints and backfill the erosion scarp to extend the system back to the typical shoreline
configuration. The two most waterward sections and headwall will be removed. To stabilize the system
and to reduce future failure of the outfall, NCDOT is requesting authorization to armor approximately 25 ft
of shoreline around the pipe with Class B rip rap. Furthermore, we are proposing to place an 8-ft x 8-ft rip
rap energy dissipater at the end of the system to reduce potential undermining of pipe. It is estimated that
the invert of the outlet will be approximately 1 ft above MHW. The scope of the work will impact 588 sq.
ft. (0.01 acres) of waters and wetlands associated with the AIWW. Included in this impact is 132 sq. ft of
coastal vegetation (Spartina Altern flora) which has spread into the erosion scarp.
By separate letter, we are also notifying the Army Corp of Engineers, Wilmington District Office of this
project, which is within Section 10 waters. If you have any question or concerns, please feel free to contact
