Statement of Compliance and Consistency
This permit is subject to compliance with this application, site drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine or criminal or civil action; and may cause the permit to become
null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The
applicant certifies by signing this permit that 1) prior to undertaking any activities authorized by this permit, the applicant will
confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local
ordinances, and 2) a written statement or certified mail return receipt has been obtained from the adjacent riparian
landowner(s) .
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available
information and belief, certifythat this project is consistent with the North Carolina Coastal Management Program.

Dear Mr. Sazani:
This letter is in response to your correspondence received by the Division of Coastal Management, dated July
8, 2003, regarding your concerns about the proposal by Mr. Devin Keenan to construct a bulkhead at Lot 20, 4435
Midshipman Court, adjacent to your property within the St. James subdivision in Brunswick County. We
understand that you are opposed to the proposed project. The proposed project has been determined to comply with
the Rules of the Coastal Resources Commission (714.1100), and as such, the Division has issued a CAMA General
Permit for the proposed action. I have enclosed a copy of the rules which govern the issuance of permits for
bulkheads, and a copy of the permit is attached for your information.
If you wish to contest our decision to issue this permit, you must file for a contested case hearing within
twenty (20) days from the date the permit was issued. I have enclosed the applicable forms and instructions that
