Statement of Compliance and Consistency
This permit is subject to compliance with this application, site drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine or criminal or civil action; and may cause the permit to become
null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The
applicant certifies by signing this permit that 1) prior to undertaking any activities authorized by this permit, the applicant will
confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local
ordinances, and 2) a written statement or certified mail return receipt has been obtained from the adjacent riparian
landowner(s) .
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available
information and belief, certifythat this project is consistent with the North Carolina Coastal Management Program.

Dear Neighbor,
I am in the process of requesting a permit for a freestanding mooring buoy from the
Coastal Area Management local office. You are probably aware that any request usually
includes the notification of the adjoining property owners. I would appreciate your
completion of the CAMA format letter and a notification to CAMA or myself. Please let
me know if you have any questions or concerns I might be able to answer. I have also
attached the guidelines and regulations obtained from the CAMA office. Please note the
requirement to respond within 10 days of receipt of this letter.

The mooring buoy will be placed, if approved, at a point 110 feet from the shoreline on
an angle required to extend an imaginary line from the center of lot 27 and intersecting
with the Intercoastal Waterway Channel at a 90-degree angle.
The mooring buoy will consist of a 20-inch plastic ball connected by line to an anchor
chain and helical anchor which is screwed into the creek bottom. Considering the boat
length of 32 feet, and anchor chain and line of 40 feet in 4.5 feet of water it is
conceivable that a mooring arc with a circumference of 128 feet could be realized around
the center of the anchoring point. Since the maximum distance either side of center is 64
feet and the minimum distance from center to within 15 feet of our adjoining property
lines is 105 feet minimum there would be no need to require your waiver of a 15-foot
side setback.

SECTION .2200 - GENERAL PERMIT FOR CONSTRUCTION OF FREE STANDING MOORINGS IN
ESTUARINE WATERS AND PUBLIC TRUST AREAS
1 SA NCAC 07H .2201 PURPOSE
This permit shall allow the construction of freestanding moorings in the estuarine waters and public trust areas AECs
according to the procedures provided in 15A NCAC 7J .1100 and according to the rules in this Section. This permit shall
not apply to waters adjacent to the Ocean Hazard AEC.

15A NCAC 07I1.2202 APPROVAL PROCEDURES
(a) The applicant must contact the Division of Coastal Management and complete an application form requesting approval
for development.
(b) The applicant must provide:
(1) information on site location, dimensions of the project area, and his/her name and address;
(2) a dated plat(s) showing existing and proposed development; and
(3) confirmation that;
(A) a written statement has been obtained and signed by the adjacent riparian property owners
indicating that they have no objections to the proposed work; or
(B) the adjacent riparian property owners have been notifiedby certified mail of the proposed
work. Such notice shall instruct adjacent property owners to provide any comments on the
proposed development in writing for consideration by permitting officials to the Division of
Coastal Management within 10 days of receipt of the notice, and, indicate that no response
shall be interpreted as no objection. DCM staff shall review all comments. If DCM
determines that:
(i) the comments are relevant to the potential impacts of the proposed project; and
(ii) the permitting issues raised by the comments are worthy of more detailed review, the
applicant shall be notified that he/she must submit an application for a major
development permit.
(c) Approval of individual projects shall be acknowledged in writing by the Divisionof Coastal Management and the
applicant shalt be provided a copy of this Section. Construction authorized by this permit must be completed within 90
days of permit issuance or the general authorization expires and a new permit shall be required to begin or continue
construction.
