This permit is subject to compliance with this application, site drawing
and attached general and specific conditions. Any violation of these terms
may subject the permittee to a fine, imprisonment or civil action; and
may cause the permit to become null and void.
This permit must be on the project site and accessible to the permit of-
ficer when the project is inspected for compliance. The applicant certi-
fies by signing this permit that 1) this project is consistent with the local
land use plan and all local ordinances, and 2) a written statement has
been obtained from adjacent riparian landowners certifying that they
have no objections to the proposed work.
In issuing this permit the State of North Carolina certifies that this project
is consistent with the North Carolina Coastal Management Program.

Dear Ms. Ross:
This correspondence is in reference to your objection to a proposed bulkhead
project by Mr. Borden Wallace, an adjacent riparian property owner of yours. The
proposed project site is located at 211 and 213 Lands End Road, adjacent to Bogue
Sound, in the Town of Morehead City, Carteret County. The project involves the
construction of 250' of bulkhead along the eroding shoreline.
The North Carolina Division of Coastal Management has given your objections
careful consideration and has determined that the project is consistent with the
pertinent regulations of the Division. Therefore, the Division issued CAMA
General Permit #24484-C to Mr. Wallace on February 17, 2000 for the
construction of the bulkhead. However, based upon your objection, the applicant
has agreed to angle the return wall adjacent to your property such that any scouring
of the shoreline as a result of wave refraction might be minimized.
If you wish to appeal this permit decision, you may file a request with the Director
of the Division of Coastal Management, Department of Environment and Natural
Resources within 20 days of the permit decision. If you have any questions
regarding this matter, please don't hesitate to contact me at my Morehead City

Dear Sirs:
This letter is to confirm my objection to the proposed bulkhead at 2I3 and
211 Lands End Road in Morehead City, N_C. I own the adjacent property at
215 Lands End Road which is still an undeveloped lot and I do not live in
Carteret County so have not closely monitored the erosion situation on my
land.
At this point 1 must object to the proposal of T.D. Eure Construction
Company for 4213-211 because it is unclear how the bulkhead will benefit
my property value. I have some major concerns about any increased erosion
along my shoreline and the potential that the bulkhead will cause. I have been
advised that a negative impact could be greater than the situation taking place
at the present time.
I would appreciate any consideration of my objection in the permits your
office issues to Eure Construction for this project. Feel free to contact me at
