This permit is subject to compliance with this application, site drawing
and attached general and specific conditions. Any violation of these terms
may subject the permittee to a fine, imprisonment or civil action; and
may cause the permit to become null and void.
This permit must be on the project site and accessible to the permit of-
ficer when the project is inspected for compliance. The applicant certi-
fies by signing this permit that 1) this project is consistent with the local
land use plan and all local ordinances, and 2) a written statement has
been obtained from adjacent riparian landowners certifying that they _
have no objections to the proposed work.
In issuing this permit the State of North Carolina certifies that this project _
is consistent with the North Carolina Coastal Management Program.

DIRECTOR Attached is General Permit #C-26131 to install free standing mooring, a 5' x 280' accessway
across marsh to a 5' x 122' dock with an 8' x 25' platform, 3' x 8' ramp, 8' x 16' floating
platform, and a 13' x 13' boat lift in Carteret County adjacent to Back Creek at Lot #3 Back
Creek West Subdivision off NCSR 1300 North of Beaufort.
In order to validate this permit, please sign all three (3) copies as indicated. Retain the white
copy for your files and return the yellow and pink signed copies to us in the enclosed, self-
addressed envelope.

Thank -you for meeting me at our lot 3 and Back Creek West on June 26th to discuss our
application for a mooring permit and pier/dock. We have received waivers for the
setback requirement from both our adjacent neighbors. Our neighbors to the east, Martin
Nevius and Michele Beyler own two lots (lots 4 & 5). I've included the cordial letter
they sent us also. The sketches they sent are also included as is a check for $50.00 for
the mooring. We hope to get it installed very soon. Thank -you for your tips on type of
moorings and safety etc.
If you have any concerns or foresee any delay, please call me (919-733-2853 x 262) or

Dear Doug and Susan,
It was a nice surprise to receive your letter and waiver form. We have no problem with
the setup of your pier and mooring as it is described and drawn. If there are any
alterations after your meeting with CAMA just let us know. In any case attached is your
waiver as requested.
Coincidentally we are planning to install a mooring late this fall and will be needing your
waiver for that as well! We expect the pier to be a project for 2001 but will need the
mooring so we have a place for our boat late this winter or early spring. We expect to be
in the Bahamas this winter and probably be visiting in Back Creek by next April or so.
It appears that our time table for moving to Back Creek is similar to yours — about 4
years. Meanwhile we will be cruising in the Caribbean and perhaps the Mediterranean
starting in late October. We live aboard our 47' ketch "Second Wind" currently in the
Baltimore inner harbor. We have recently started a business providing sailing instruction,
marine surveys, and yacht deliveries that we will use to support ourselves while we
travel and then really focus on once we get to the Beaufort area.
We would really be interested in the type and size of mooring you are planning on using.
My initial plan is to use a 700 pound mushroom(our boat is approximately 50,000
pounds) for the mooring. We have a couple of smaller power boats that we would
probably put on lifts at the dock. Have you determined the depth in the area your
mooring will be? We need 5 '/2 feet and before we bought we took one of our power boats
and did a quick survey of the depths and found 5 to 6 feet off our land — what's your
depth? We understand that there are sailboats in the creek that draw 6' and can get in and
out reasonably well.
We had some initial discussions with Mike Noe about building our pier/dock. If I
remember correctly he was quoting about $10 to $12 per square foot. I wonder if there is
any benefit to doing ours at the same time you build yours? Perhaps we could get a
"volume discount"?!
Could you tell us who did your septic system? We need to get that done also.
