This permit is subject to compliance with this application, site drawing
and attached general and specific conditions. Any violation of these terms
may subject the permittee to a fine, imprisonment or civil action; and
may cause the permit to become null and void.
This permit must be on the project site and accessible to the permit of-
ficer when the project is inspected for compliance. The applicant certi-
fies by signing this permit that 1) this project is consistent with the local
land use plan and all local ordinances, and 2) a written statement has
been obtained from adjacent riparian landowners certifying that they
have no objections to the proposed work.
In issuing this permit the State of North Carolina certifies that this project
is consistent with the North Carolina Coastal Management Program.

Dear Mr. Small:
The Division of Coastal Management hereby acknowledges receipt of an
application for State permits for Claude and Karen Robert for development on their
property located in Hatteras Village. Dare County and adjacent to the Pamlico Sound.
have reviewed the application package and have found the following items need to be
addressed prior to accepting the application as complete.
1) Plans and drawings:
The plans submitted lack the following information:
a) Identify the Estuarine Shoreline AEC. 75 feet landward of the water
line.
b) Identify marsh lands
c) The choice of grid paper makes the drawing hard to interpret and to
duplicate. Drawings must be neat and clear and of a standard size
to permit photographic reproduction.
2) Adjacent Property Owner Notification
The signed return receipts must be provided with the permit application.
3) Recently the Division of Water Quality and the Division of Coastal Management
combined the permit processing fee schedules in an effort to reduce the overall
cost to the public. Application processing times should also be reduced as a
result of this combined application fee. Any permit application not accepted as
complete by the Division of Coastal Management by September 1, 1999 is able
to take advantage of this fee change. Therefore, the combined processing fee
for a project involving the excavation or filling in wetlands or waters of less than
acre (43,560 square feet) and less than 150 linear feet of stream impact is now
$400. It should be noted that this combined fee is actually $50 less than if the

Division of Water Quality and the Division of Coastal Management each charged
their own individual fees.
You should make your check payable to the Department of Environment and
Natural Resources, and we will forward the appropriate application fee to the
Division of Water Quality.
I am returning your application packet along with check #2226 for $250.00 to
allow you to make the necessary changes. Once I have received the additional
information requested, you will be notified of acceptance of your application as complete
or if further clarification of your request is required. If you have any questions do not
