This permit is subject to compliance with this application, site drawing
and attached general and specific conditions. Any violation of these terms
may subject the permittee to a fine, imprisonment or civil action; and
may cause the permit to become null and void.
This permit must be on the project site and accessible to the permit of-
ficer when the project is inspected for compliance. The applicant certi-
fies by signing this permit that 1) this project is consistent with the local
land use plan and all local ordinances, and 2) a written statement has
been obtained from adjacent riparian landowners certifying that they
have no objections to the proposed work.
In issuing this permit the State of North Carolina certifies that this project
is consistent with the North Carolina Coastal Management Program.

SUBJECT: Issuance of General Permit No. 26651-C
Craven County
As of the date of this memorandum, a general permit for the placement of a wooden
bulkhead has beer issued to Mr. Jim Parsons 210 Sumter Court in the Plantation Harbor
subdivision along Clubfoot Creek. One of Mr. Parsons' neighbors, Mr. Al Heller,
indicated that he had objections with the proposed project (see attached letter). I
subsequently met with Mr. Heller on August 18th. His primary concern was that the
drawing failed to show the marsh slew between his and Mr. Parsons' properties. As a
result he thought that Mr. Parsons proposed to fill the marsh. I explained the rules
regarding the bulkhead alignment and that our flagging keeps him landward of all marsh.
After our discussion, Mr. Heller indicated that he was satisfied with the proposed work
and had no further objections.

Dear Sir/Madam:
We have several objections/questions regarding the proposed bulkhead to be installed on the
Parsons' property at 210 Sumter Court, Havelock, NC.
1. The sketch shows a bulkhead coming to our property line (our property abuts the north
side of Parsons' property). If this is accurate, I strongly object as I believe our property line is
in the marsh and I do not believe bulkheading and/or filling the marsh is appropriate.
2. Related to the above is the accuracy of the sketch. Without a more accurate sketch one is
hard pressed to comment as one is left to guess as to what is actually planned.
a. Is the planned length approximately 120', are their properties this narrow, does it
matter? I assume they plan to bulkhead both lots 30 and 31, not just one.
b. As noted above, what happens to the marsh between our properties?
c. The existing dock sketch does not reflect reality. This may be what was originally
permitted, but it does not look like what was built in 1995/96 (?) nor the expansion
in 1998/99(?). Was this expansion ever permitted, we received no notice such as
this regarding adding a second "L" and additional boat slips/lifts? The original
dock may have been permitted prior to our move here in February 1996.
3. Our homeowners association has an Architectural Control Committee (ACC), is there any
intent to request their approval of this work prior to submitting this for CAMA approval and
construction? The chairman of the ACC was unaware of this activity when I asked him.
4. Will there be any attempt to minimize impact on the adjoining properties; would stopping
the wall 15' short of the line and rip -rapping dissipate wave action rolling off the wall and
lessen the impact? Is their some method of minimizing the impact on adjoining properties?
Is rip -rap a viable alternative; is it preferred from an environmental view?

proposal on the environment and the neighbors

signed by the adjacent riparian property -owners
indicating that. they have no objections to. the proposed
