(�)d -DOLLARS 11 nm August 21, 2000 MEMORANDUM TO: Ted Tyndall District Manager FROM: Scott Jones Field Representative SUBJECT: Issuance of General Permit No. 26650-C Craven County As of the date of this memorandum, a general permit for the placement of a marsh enhancement breakwater and rock waterward of eroding marsh has been issued to Mr. Al Padgett 103 Bimini Court in The Moorings subdivision along Clubfoot Creek. Adjacent riparian statements for this project were originally submitted in March of this year. One of Mr. Padgett's neighbors, Mr. Tom Ritchie, indicated that he had objections with the proposed project. He subsequently phoned the office and left a message saying that he had some questions regarding the project and was unwilling to waive the setback. Numerous attempts have been made to contact Mr. Ritchie at the phone numbers he left. One number has been disconnected. The other number reaches a military base where he is no longer stationed. Mr. Ritchie has not tried to contact this office since his original phone message in March (attached).
