This permit is subject to compliance with this application, site drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine or criminal or civil action; and may cause the permit to become
null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The
applicant certifies by signing this permit that 1) prior to undertaking any activities authorized by this permit, the applicant will
confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local
ordinances, and 2) a written statement or certified mail return receipt has been obtained from the adjacent riparian
landowner(s) .

My wife Nancy and I are your neighbors to the north on Great Neck Rd. in Havelock, having purchased the
property from Janet Lembke. Our bulkhead was damaged by Hurricane Isabel and needs reinforcement to
withstand another one. As a consequence, we have decided to hire Del Sanderson to place riprap in the
water to brace the bulkhead. He will place material out to a maximum of five feet from the bulkhead. The
closest this material will come to your property is 82 feet. It will have no efiE'W on your property.
Please review the enclosed plan. To obtain the necessary permit to do the work, we are required to notify
both you and Tom & Merle Robertson as our immediate neighbors. If you do not object to this work,
please sign the attached plan and return it to us in the self-addressed envelope provided. If you object to
the plan, you have ten days from the receipt of this notice to file an objection with:

This correspondence is in* reference to your May 03, 2006 letter of objection to the riprap
proposal of Mr. Norman A. Britting, adjacent to the Neuse River, located at 194 Great Neck
Road in Havelock, Craven County, NC. The applicant's proposal was for a 126' of riprap
adjacent to the existing bulkhead.
It appears that you concerns regard the potential for accelerating erosion onto your property, and
concern over whether you will be given the same consideration for the installation of riprap on
your property. The DCM reviewed the application along with the pertinent rules of the Coastal
Resources Commission in conjunction with your objections and determined that the project is
consistent with the Commission's rules. We did, however, eliminate the southernmost 16' of
riprap along Mr. Britting's wingwall because it would have placed the structure within your
riparian corridor. Therefore, the DCM issued CAMA General Permit #46004-C to Mr. Norman
Britting on June 23, 2006, authorizing the riprap along the front of the existing bulkhead, for a
length of 110'.
If you wish to appeal this permit decision, you must file a Third Parry Hearing Request with the
Director of the Division of Coastal Management, Mr. Charles S. Jones, Department of
Environment and Natural Resources within 20 days of the permit decision. A copy must also be
sent to the Attorney General's Office, Environmental Division. If you wish to appeal, please
contact me and I can forward you the pertinent forms. And if you have any questions about this
