Statement of Compliance and Consistency
This permit is subject to compliance with this application, site drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine or criminal or civil action; and may cause the permit to become
null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The
applicant certifies by signing this permit that 1) prior to undertaking any activities authorized by this permit, the applicant will
confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local
ordinances, and 2) a written statement or certified mail return receipt has been obtained from the adjacent riparian
landowner(s) .
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available
information and belief, certify that this project is consistent with the North Carolina Coastal Management Program.

In contacting the park we were told that They had to go by CAMA rules and that is why I am contacting you
I recently used the new kayak launch dock at Hammock Beach state park, and I am not sure who designed it, but they evidently
either have a short kayak or don't paddle at all.
It is impossible to launch a long kayak from those jet ski floating docks without tipping over.
There were three of us and all three are advanced paddlers.
We were able to get one 15 foot kayak launched from one because two of us held the kayak upright while the one in the kayak
slid into the water.
One of the other paddlers entered his boat from the outside of the main dock by lowering himself into it , and I put my boat into
the water from the back of the dock and then used my paddle to push it to the little beach while I walked along the upper
walkway. I then climbed over the railing and entered from the beach.
When we returned at the end of the day I just reversed the procedure
I would strongly suggest that you try entering the water from one of the jet ski ramps using a 18 foot kayak, and you will see that
it is a impossible balancing act
A simple fix would be to take a section of railing away from the walk way at the beach, add a few steps and let kayakers enter the
way they normally do . The sand is nice and hard at the little beach which makes it even easier.

Re: Wave Attenuator Permit Request

Dear Ms. Barrett,
At this time, we are strongly opposed to granting the Brainard's wave attenuator permit
request. Although we have been able to locate plentiful information on shoreline
preservation measures such as installation of rip rap and bulkheads, we have not been
unable to find a single recommendation on the effects of wave attenuators.
We are concerned that the wave attenuator will interrupt normal wave action and re-
channel the water off to the side toward the path of least resistance, in this case our
shoreline. The wave will not dissolve on the spot or simply roll back out to sea and the
water has to go somewhere. That seems to be basic physics.
We believe that the rip rap installed on both adjoining lots is responsible, at least in part,
for the increased erosion rate of our own shoreline, and last year, we installed rip rap on
our own lot. Our research and consulting engineering recommendations support this
theory. We are now concerned that we will also have to install a wave attenuator to
compensate for the Brainard's attenuator or be subject to further shoreline erosion.
We have been in touch with the Brainards and have tried, unsuccessfully thus far, to
reach the adjoining neighbors, the Waters, to discuss the request. Perhaps the wave
attenuator will turn out to be the best course of action, but we can not currently draw that
conclusion based on any fact. This is an important decision that could have profound
effects, and therefore, we are requesting additional time to research the request.
