Dear Mrs. Lowell:
This letter is in reference to your correspondence dated August 6, 2000, objecting as an adjacent
riparian property owner to a request from Mr. Gary Foreman to construct a bulkhead along the
southernmost 50' of the eastern boundary of the Foreman, Incorporated property, adjacent Filbert's Creek
in Chowan County. Ed Harrell of the Division of Coastal Management staff was recently onsite and
reviewed Mr. Foreman's proposal.
Mr. Harrell reviewed the request for a 50 long wooden bulkhead and found it consistent with T15A Section 07H 1100 General Permit for Construction of Bulkheads and the Placement of Ripran for
Shoreline Protection in Estuarine and Public Trust Waters of the North Carolina Administrative Code.
( Therefore, the Division of Coastal Management has given your objections regarding the bulkhead
careful consideration and has determined that the project as proposed is consistent with the appropriate
rules and regulations of the Coastal Resources Commission and that all prerequisite requirements have
been met The Division issued General Permit 25785A (copy enclosed) on August 28, 2000 to Foreman
Incorporated.
If you wish to appeal this decision, you may file a request with the Director of the Division of
f Coastal Management, Department of Environment and Natural Resources within twenty (20) days of the
permit decision. If you have any questions regarding this matter please do not hesitate to contact Mr. Ed
