Please accept this as an application to repair or, if necessary, replace an existing
boat ramp in Carteret County. It being my understanding that there is no government
provided application form.
You will find what has been identified as a Site Location Plat and a sheet reflecting
the project area dimensions. I believe these provide the information required by the
Approved Procedures you provided. Also enclosed is an affidavit by Allan B. Lockerman,
the sole adjacent riparian landowner, expressing no opposition to the proposal, together
with the permit of fee of $100.00, payable to the Department of Coastal Management.

ALLAN BROOKS LOCKERMAN, being first duly sworn, deposes and says as
follows:
That he is the sole owner of all adjacent riparian property to that tract or parcel of
land owned by Gloria F. Lockerman in Stacy Township, Carteret County, North Carolina.
The same being that tract or parcel upon which is located a boat basin and ramp at the end
of Fulcher's Landing Road in the community of Stacy, North Carolina. The undersigned has
been notified of the proposed repairs or replacement to or of the existing boat ramp, noted
above, and has no objection to those proposed repairs or replacement.
That the undersigned acquired title to such riparian property pursuant to the terms
of a deed dated September 8, 1999, and duly recorded in Deed Book 866, Page 743,
Carteret County Registry.
