Dear Dr. Harvin:
Attached is General Permit #GPC 43437 to place 150' of bulkhead in Carteret County adjacent
to Bogue Sound at 7520 Sound Drive, Emerald Isle, NC.
In order to validate this permit, please sign all three (3) copies as indicated. Retain the white
copy for your files and return the signed yellow and pink copies to us in the enclosed, self-
addressed envelope. If the signed permit copies are not returned to this office before the initiation
of development, you will be working without authorization and will be subject to a Notice of
Violation and subsequent civil penalties.

Re: CAMA Seawall Permit and Pier Repair Permit
Dear Ryan:
Thanks for returning my call and for your assistance in obtaining a seawall permit.
Enclosed you will find Adjacent Riparian Property Owner Statements for the
adjacent landowners, Joe Howard (Lot 94 on west side) and Terry Forrest (Lot #6
on east side). I own lots #4 & 5, and hope to put a seawall across the entire
property. Also enclosed is a diagram of the proposed project and a check for $100
to cover the permit fee.
The involved property is in Emerald Isle, and can be accessed through my house at
7520 Sound Drive. Just walk up the stairs to the right of the carport, and then you
can visualize the area. Be careful on the steps —the last ones are just tied on.
I also need to repair the pier, and if a permit is needed for that, I would appreciate
your assistance with that also.
If you have any questions, please contact me at 919-734-1930. Should you need
to fax me anything, my fax number is the same as my regular phone and the fax
should pick up automatically.

Drawn by Allan Harvin Due to severe erosion scarp following Hurricane Ophelia, owner desires
Scale: 1 /2" = 20' to build vinyl seawall on lots #4 and #5 of Maritime Forest Phase One to
October 9, 2005 stabilize dune. Seawall will be back -filled with fill material with a slope
not to exceed 3:1 (sloping down from dune to seawall). Access for
materials will be through a temporary road across owner's undeveloped
lot to west of lot with residence. After seawall is constructed, pier will be
rebuilt to pre -storm locations.
