Dear Dr. and Mrs. Miller,
This letter is in reference to our 16 August 2001 meeting onsite your property off NCSR
1600 on Northwest Creek at Fairfield Harbour, near New Bern in Craven County. The purpose
of this meeting was to discuss shoreline stabilization and to discuss options for facilitating
boating access to your property. Also present at this meeting were Scott Jones, Compliance
Coordinator for Division of Coastal Management, and Raleigh Bland, US Army Corps of
Engineers.
Please find the enclosed application for a CAMA and Dredge and Fill Major Permit. As
we discussed, a Major permit would be required for the dredging you proposed in Northwest
Creek. I have also included the requirements for a State Environmental Policy Act
Environmental Assessment. An Environmental Assessment would be required for the dredging
work that you propose.
We also discussed the feasibility of installing a permanent mooring offshore your
property. I have enclosed a copy of the General Permit regulation concerning freestanding
moorings, as well as a modified copy of NC Administrative Code 7H.0200. I have primarily
included sections of the rule that pertain to freestanding moorings. Please review this information
and contact me to discuss specific project and design dimensions.
I appreciate your concern and effort to comply with permit requirements of this Division,
and encourage you to continue to consult with me concerning future questions regarding CAMA
