may subject the permittee to a fine, imprisonment or civil action; and
may cause the permit to become null and void.

ficer when the project is inspected for compliance. The applicant certi-

land use plan and all local ordinances, and 2) a written statement has

I have received a second CAMA Adjacent Riparian Property Owner Notification Form for a
proposed pier extension and boat house at the referenced property. Unfortunately, my
family and I must object to this proposal as well,
First, we object to the length of the pier, which we believe would set an undesirable
precedent in the area.
Second, according to Mr. G.agnon's survey, the pier would be 18 feet off the riparian
boundary lime (please forgive me if I'm phrasing this incorrectly). According to Carteret
County Map No. 13-341B, each lot of the 600 block of Emerald Drive is 75.5 feet wide at the
water line. Mr. Gagnon's survey shows his lot to be 76.23 feet wide. If the property to the
east of Mr. Gagnon's is also missurveyed and the posts misset, the proposed boat house
could end up well within the 15-foot setback zone.
Once a pier and boat house are built, I suspect it would be very difficult and costly to have
them removed. Until we can get coordinating surveys and plat maps, I request that
issuance of this permit `be postponed.

I received a CAMA Adjacent Riparian Property Owner Notification Form for a proposed
pier extension and boat house at the referenced property. On behalf of the co -owners of the
property at 608 Emerald Drive (Margaret and John Buechele), i object to the proposal as
submitted.
First, Mr, Gagnon's drawing does not show that his existing pier is built at an angle to the
shoreline, as opposed to being perpendicular. The existing pier at 610 Emerald Drive is
perpendicular. The extended pier and boat house would sit squarely behind my house, not
Mr. Gagnon's, As such, it would blemish my scenic view, impede my riparian access,
impinge upon my water rights, pose a stronger risk to my property in a severe storm, and
possibly cause erosion to my property.
Furthermore, the configuration and placement of the proposed 10-by-20-foot deck is unclear
from his drawing.
Finally, a 200-foot pier would be longer than other piers in the general vicinity, which, I
believe, would set an undesirable precedent and may not be allowable under current
regulations.
I would like to make it clear that I am not trying to hamper Mr. Gagnon's property rights; I
am only trying to protect mine. Despite my general objections to such a long pier capped
with a beat house, if Mr. Gagnon can provide a more detailed proposal that shows the boat
house would not, in fact, sit directly behind my house, I will encourage John and Margaret
to approve the proposal.

Dear Terri:
I am writing this letter in response to a letter from Ms. Susan C. Buechele dated
November 10, 2000 and addressed to you in reference to a CAMA application for Mr.
Gagnon. In Ms. Buechele's letter of concern, she is in reference to County Map 13-34a.
This neap is the old County Tax Maps that were at one time used for just what they say,
tax purposes. In no way, shape, or form are they any kind of a survey and have no
reliability. To further support my comment above, I have included a copy of the current
tax map which shows Mr. Gagnon having 82' of waterfront and Ms, Buechele's property
having 74' of waterfront. Here again, they are tax maps.
As we all know, the property lines cannot continue past the high water mark and follow
the high water marls until such time that it intersects with the side line. This distance
could be anything. Ms. Buechele's property could very well have 80 or 85' of high water
line. However, just as Mr. Gagnon's property, the perpendicular width of the lots will
not change, his or hers. That is proven further more by the parallel bearings on the side
lines. I would welcome Ms. Buechele to hire a survey of her property to verify the
location of the corners found in the field.
I hope this letter clarifies what seems to be one of Ms. Buechele's concerns. Please call
