COASTAL MANAGEMENT
The East Craven Water and Sewer District wishes to amend the referenced CAMA permit to
add approximately 2,145 linear feet of 6" water line on Blades Road (NCSR 1715). This water
line extension will interconnect two existing pipeline segments to form a loop; thus improving
hydraulics throughout the water system. The extension will require crossing Mortons Mill Pond
via a directional bore of approximately 250 If in length.
Per your direction we have, contacted all adjacent landowners via certified mail to inform them of
our project and to request public comment. Certified letters were sent to five landowners (refer
to attached documents for names, property parcel numbers and mailing addresses). We
received return receipts from the certified mailings on November 20th and 21st and written or
verbal responses from three of the five landowners (attached) since that time. The mandatory
10 day public comment period ended on December 1, 2000.
Following is a summary of the (3) responses we received:
1. Mr. Gene Huntsman, 205 Blades Road, Havelock, NC 28532: Mr. Huntsman Mr.
Huntsman expressed concern in regard to the erosion control measures being
proposed during construction of the project. We have reviewed the plan and have
increased the number of erosion control devices in the vicinity of Mortons Mill Pond
to reduce the risk of sediment entering the surface water. We have also made
arrangements with the Contractor to expedite the work to minimize the disturbance
time. We are enclosing (2) copies of the revised drawings for your review and
approval. We have also filed an erosion control permit amendment with NCDENR
for the project.
2. Mr. Gary Williams, (355 Blades Road), 2606 Castle Croft Road, Greensboro, NC
27407: Mr. Williams informed us of the existence of a concrete block and timber
structure located below the water surface adjacent to the Blades Road Bridge. This
structure is located directly in the path of the proposed directional bore. We met Mr.
Williams at the site and accurately located the structure. Based on preliminary

contacts with the Contractor, we do not believe the structure will affect the proposed
alignment, since the boring will be below the base of the structure.
3. Bryan and Beverly Witherington, (220 Blades Road), 1604 Lethbridge CT, Raleigh,
NC 27606: Ms. Tamara Bryan (on behalf of her elderly parents) stated that they
have no objection to the project as currently proposed.
Since the mandatory 10 day public review period has now expired, we are officially
requesting an Amendment to General CAMA permit #016150-C to include this additional
line work.
To assist you in your review, we are attaching a copy of the USGS quad map showing the
location, a set of construction plans for the proposed water line addition, and evidence of the
required property owner notifications.
Please review this information and if acceptable, amend the existing CAMA General Permit to
include this additional pipe segment.

I am writing to comment on the proposed construction of a 6 inch water line
along the right of way for Blades Road at the crossing of Morton's Mill Pond in Craven

about control of sedimentation during construction. Previous portions of establishment
Of the water system were characterized by excessive and uncontrolled sedimentation
into various tributaries of Morton's Mill Pond and other tributaries of Clubfoot Creek
Earlier contractors were allowed to adopt a policy of "make a big mess, fix it all at the
end". When heavy rains occurred before the "fix it all" phase of the project began
heavy sedimentation went on for weeks. My oral complaints to county and state
Officials resulted in no immediate remediation only contractor who couldn't fix the problem because it was ain nsympathy all time t As you
might imagine my sympathy was limited.
The fact is that it rains a great deal in eastern Craven County and any work
plan that is not predicated on the premise that heavy rain can occur at any time during
construction, and continue for an indefinite period, is a plan with high potential for
damaging the estuary, I have maintained a rain gauge within 200 yards of the w
site for almost 25 years. The mean precipitation for the area is about 60 inch ork
year, and in some years rain exceeds 80 inches. The work plan must encom asset
sediment control of the greatest possible effectiveness beginning with the ver pf
earth disturbance. Given the proximity of the work to highly Y first
waters, the contract must require that potential sediment be Productive

produced. Techniques employed must be more effective than the usual sediment
screens and chopped straw covering.
The contractor must be left no room for excuses or failure to control sediment.
