and attached general and specific conditions. Any violation of these terms
may subject the permittee to a fine, imprisonment or civil action; and
may cause the permit to become null and void.
This permit must be on the project site and accessible to the permit of-
ficer when the project is inspected for compliance. The applicant certi-
fies by signing this permit that 1) this project is consistent with the local
land use plan and all local ordinances, and 2) a written statement has
been obtained from adjacent riparian landowners certifying that they
have no objections to the proposed work.
In issuing this permit the State of North Carolina certifies that this project
is consistent with the North Carolina Coastal Management Program.

existing berm will have the small volunteer trees cut so
excavation equipment can be used to remove the silt to the

My partner, Lee McAllister, has spoken to you on several occasions concerning
our property in Davis.
I would like to obtain a permit from you for the maintenance dredging of our
canal, and hope to begin the work in a couple of weeks. I have included a
description of the proposed project, and copies of the plat depicting the property.
The neighbors have agreed for us to go ahead with the work, and their approval
forms are being mailed to me at this time.

CANAL REPAIR SUMMARY
The Core Banks Club will coordinate and fund the repairs to the canal that now
divides our property. The canal was originally constructed by the county, and has
become unusable, as a result of the silting in caused by hurricanes Dennis and
Floyd.
The northern end of the canal is three feet deep, as is Core Sound at the mouth
of the canal. The problem is that the section of canal from our property to the
sound varies in depth from two feet to zero.
We wish to utilize the canal as a place to keep our boats close to the house,
which will provide us convenient access to the sound for day trips to Core Banks
and Cape Lookout. We also plan to use the canal to reach our two shellfish
leases located near the,mouth of the canal, and to get to our duck blinds on Core
Sound.
Our plans include cutting down the small trees on the existing berm along the
canal, which would hinder the operation of the excavation equipment. This
technique will minimize the disturbance of the roots and limit any negative impact
to the water quality resulting from our project. An excavator will be used on the
berm beside the canal to dig out the silt. The spoil will be spread on the back side
of the existing berm, as done in the past by the county. In an effort to prevent
future storm damage, we would like to use rip -rap at the mouth of the canal to
help hold the soil. Once the stone is in place, a soil erosion blanket will be placed
behind the stone and the area back -filled.
The Core Banks Club was located on Core Banks for the past one hundred
years, but was forced to relocate at the expiration of our lease with the National
Park Service. We are excited about our new site at the southern end of Davis,
and the fact that we can continue our long heritage in close proximity to our old
clubhouse. The canal repair will be very beneficial to us for years to come. The
repair project will also permit the property owners on the main canal north of us
to once again have the means to reach Core Sound.
The attached sketch illustrates the length of the canal and the corresponding
depths.

As I mentioned to you on the phone, our club wants to clean out the canal that
runs through your property and ours. The permit that we are getting requires that
we notify you of our intentions before we begin the job. I have included a
description of the work to be done, and .copies of the plat that indicates where
your property is in relation to us and the canal.
I assume from our conversation that you have no objections to us proceeding,
