Also included in the package are a right of entry granted by Col. K. O. Randel of the U. S. Marine Corps., the encroachment agreement submitted to N.C. Dept of Transportation, letters sent by registered mail to individual property owners on this date that own property adjacent to the project, and a sample letter of consent mailed to these property owners. On behalf of Onslow County Water Department, I am requesting a minor CAMA Permit to install the proposed water line as outlined on the enclosed plans. The crossing of the Bear Creek and installation of approximately 7000 feet of six and eight inch water main is part of a larger project titled "Onslow County 1993 Water Line Extension Project" previously approved by the NC DEHNR for construction. This part of the project has been held up obtaining the easement and right of entry from the Marine Corps. If you should have any questions. do not hesitate to contact me. Si v ere ti It Ole David A. County Engineer cc: Bill Harvey, Utilities Director File RIGHT OF ENTRY PERMIT Onslow County engineers have developed plans and specifications for a project entitled 111993 Waterline Extension Project." A portion of this project will encroach upon government property. The portion to be located on government property will be from the Bear Creek culvert on Highway 172 to the intersection of SR 1503, along SR 1503 to the Bear Creek Bridge on SR 1503. The project will require an easement. Onslow County has requested a 20-foot- wide utility easement which will contain an 8-inch PVC watermain 10 feet from the edge of pavement for its entire length on government property. As the project has a very quick construction date, the request for an easement has been processed locally for environmental impact review, and the appropriate paperwork has been received from Onslow County. To continue the process, all information will need to be forwarded to the appropriate officials at Naval Facilities Engineering Command, Norfolk, Virginia, (LantDiv) for the issuance of a long-term easement. As the easement's draft and final executions are expected to take at least three to four months, this right of entry has been drafted to allow Onslow County to encroach upon government property to accomplish work in support of the waterline extension project. It is understood that the only area of encroachment would be limited to the area as described above and as shown on the project plans. It is also understood that the easement would most likely be at fair market value charged to the County after appraisals are completed by LantDiv forces. For the duration of this right of entry permit, all work will be at the expense of Onslow County and/or contractor. Any relocation of government utilities will be coordinated with the Base Maintenance Officer and Base Telephone Officer at Marine Corps Base. Any destruction to government structures and property not associated with this project will be replaced in kind at no government expense. This right of entry permit shall be limited only to the purposes specified herein. This right of entry permit shall be neither assignable or transferable by the County. After work has been completed, the property will be restored to a condition as good as that which originally existed prior to commencement of work. Minimum vertical clearances of overhead wires and cables above all roadways must conform to clearances set out In the National Electric Safety Code. 4. Encasements shall extend from ditch line to ditch line In cut sections and 5' beyond toe of slopes In fill sections. 5. All vents should be extended to the right of way line or as otherwise required by the Department. 6. FROM THE WEST SIDE OF BEAR CREEK AN EIGHT INCH MAIN WILL PROCEED TO HIGHWAY 172. THE MAIN WILL TIE INTO AN EXISTING EIGHT INCH MAIN APPROXIMATELY 4000 FEET FROM THE INTERSECTION OF STATE ROAD 1503 ALONG HIGHWAY 172. THE EXACT ROUTE OF THE LINE MAY NOT BE IMPORTANT TO YOU, BUT GIVEN SIMPLY TO HELP YOU UNDERSTAND THE SCOPE OF OUR PROPOSAL. THE PURPOSE OF THE NEW LINE IS IMPORTANT TO YOU AND THE SURROUNDING COMMUNITY. THE PROPOSED LINE IS NEEDED IN OUR WATER SYSTEM TO HELP INCREASE WATER PRESSURE IN THE BEAR CREEK AREA AS WELL AS PROVIDE AN ALTERNATE ROUTE OF SUPPLY WHEN EMERGENCY OUTAGES OCCUR IN THE AREA. THE IMPORTANT POINT OF THIS LETTER SURROUNDS THE CROSSING OF BEAR CREEK AND THE CAMA (COASTAL AREA MANAGEMENT ACT) PERMIT REQUIRED TO PROCEED WITH CONSTRUCTION OF THESE LINES. IN THE COURSE OF OBTAINING THE PERMIT, ALL PROPERTY OWNERS ADJACENT TO THE PERMIT AREA MUST BE NOTIFIED AND ASKED TO PROVIDE A STATEMENT OF APPROVAL FOR THE PROJECT. THE CONSTRUCTION WILL CONSIST OF DIGGING A FIVE TO SIX FOOT WIDE TRENCH FOUR TO FIVE FEET BELOW THE STREAM BED AND INSTALLING THE PIPE IN THE TRENCH. THE PIPE WILL THEN BE COVERED AND THE STREAM BED RESHAPED TO ITS EXISTING CONDITIONS.
