permit officer when the project is inspected for compliance.

objections to it in so far that it in no way causes changes such as erosion to or alluvial
effects away from lot 141 and the adjoining beach. Please do not install adjacent to
our beach a barrier that will trap sand.
In addition, we ask that during all phases of the site development and construction, our
property not be driven across or used in any way that would alter its present condition.
We feel that it is a very beautiful piece of property with characteristics that should be

My supervisor, Mr. Charles Jones, and I have reviewed your request
to modify General Permit # 12053 which calls for substituting a
system of helix anchors for the temporary placement of 12 mooring
piles as originally authorized at the Sheraton Hotel and Marina
located on the Trent River in New Bern, North Carolina.
By way of this letter, the proposed changes are authorized as a
minor refinement of the specific permit issued. In order to fully
comply with the intent of the special conditions set forth in
15NCAC Subchapter 7H .1905, you must render unusable the mooring
capability of the system once the boat show is closed this year.

Hell Impressive in Comparative Mooring Test
In a test this past Spring to measure the
holding power of various kinds of moor-
ings, a 65' tug powered by twin 400 hp
diesels failed to budge a double helix
mooring that was screwed into the bot-
tom of Vineyard Haven harbor on
Martha's Vineyard. A strain gauge reg-
istered 20,800 pounds of pull before the
tug's 11/2" diameter hawser snapped.
Among those who witnessed the demon-
stration were Normal Doelling, Assis-
tant Director of MITs Sea Grant Pro-
gram, Jeff`Pontiff, amember ofthe BOAT/
U.S. Catastrophe field Team; and sev-
eral marina owners and harbormasters.
The demonstration was sponsored by
Helix Moorings Systems, Inc. of Milford,
New Hampshire.
Several traditional moorings in the har-
bor that had been selected for testing by
Jay Wilbur, Vineyard Haven's
harbormaster, proved to be much less
effective than thehelix. These included a
350 pound mushroom buried in 5' of soft
mud that was moved with 2,000 pounds
of pull, and a 6,000 pound concrete block
resting on a soft mud bottom that was
moved with 3,200pounds of pull. Prior to
the demonstration, a diver insepected
the moorings to confirm size and moor-
ing configurations on the bottom.
Harbormaster Wilbur said he'd been
impressed with the helix, even before he
saw the hawser break. The demonstra-
tion, he says, proves the helix is the
mooring of the future. Philip Hale, who
owns Martha's Vineyard Shipyard in
Vineyard Haven, agrees with Wilbur that
the helix will eventually replace tradi-
tional moorings, but says there needs to
be an inexpensive way to pull a helix out
occasionallyto inspectthe chain. He calls
it a relatively minor concern that
shouldn't be difficult to solve. Eventu-
ally, Hale would like to replace all of the
moorings at his marina with the helix.
In an earlier test last Fall (Seaworthy,
January 1992), a smaller tug failed to
budge either the helical mooring or a
1,000 pound mushroom buried in Marron
harbor. That tug, however, could only
manage a sustained pull of5,600pounds.

At each site, the tugboat pulled to its full
capacity and could not pull out the Chance
