Statement of Compliance and Consistency
This permit is subject to compliance with this application, site drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine or criminal or civil action; and may cause the permit to become
null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The
applicant certifies by signing this permit that 1) prior to undertaking any activities authorized by this permit, the applicant will
confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local
ordinances, and 2) a written statement or certified mail return receipt has been obtained from the adjacent riparian
landowner(s) .
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available
information and belief, certify that this project is consistent with the North Carolina Coastal Management Program.

Dear Mr. Ellis:
Attached is General Permit #C-40011 for Mr. Jim Paul to install a 13' x 13' boatlift at an
existing dock in Carteret County adjacent to a manmade canal off of Bogue Sound at 123 Bowen
Street, Atlantic Beach, NC.
In order to validate this permit, please sign all three (3) copies as indicated. Retain the white
copy for your files and return the signed yellow and pink copies to us in the enclosed, self-
addressed envelope. If the signed permit copies are not returned to this office before the initiation
of development, you will be working without authorization and will be subject to a Notice of
Violation and subsequent civil penalties.

Permission to Install Boatlift and Waiver of Setback
We, John W. Gillikin Jr. and June W. Gillikin, 121 Bowen Street, Atlantic Beach,
NC, authorize James E. Paul to install a small boat lift (approximately 10,000 lb.
capacity) at his house at 123 Bowen Street, Atlantic Beach, NC. 1 further
authorize him to install the lift in the setback area immediately next to my
property. The lift is to be located immediately next to his existing dock and is to
be positioned entirely within his projected property lines.

Permisson to Install Boatlift
I Bertha Bowen, owner and resident of 125 Bowen Street, Atlantic Beach, NC
28512, and immediate neighbor (to the west) of Mr. and Mrs. James E. Paul, 123
Bowen Street, have no objection to the installation of a boatlift by Mr. and Mrs.
Paul at their house. I also have no objection to dredging in the area immediately
underneath the boat lift.
It is my understanding that this permission is required for permits to be issued.
