EASLEY LYNDO TIPPETT GOVERNOR November 6, 2003 Division of Coastal Management 151-B Hwy. 24 Hestron Plaza II Morehead City, NC 28557 Attention: Bill Arrington SECRETARY The North Carolina Department of Transportation is proposing to build a 60 feet cored slab bridge across Slash Canal in Hatteras village, Dare County. This bridge will replace three 87-inch pipes that were blown out of the NC 12 Slash Canal crossing by Hurricane Isabel storm surge. The Slash Canal is a tributary that drains out of Hatteras Village to the east and the west into the Pamlico Sound. The east end of the canal is currently crossed by NC 12 with a bridge structure. The west end of the canal has been crossed by utilizing culvert pipes. After the storm surge event associated with Hurricane Isabel, hydraulic engineers with NCDOT have concluded a 60 feet bridge structure will replace the blown out pipe culverts. The 60 feet span will not require any interior bents to be placed in the canal. There will be two end bents constructed on the banks of the canal to support the span. These bents will be precast concrete bents supported on H-piles. Sheet pile will be driven around the front and sides of the end bents to protect the bridge abutments from scour during high flow events. The bridge elevation will be approximately 1-2 feet higher than the existing grade of the road. Elevation details are provided in the work plat. Traffic will be detoured on an off -site detour during the project construction. The Slash Canal is located in the Pasquotank drainage basin (03-01-55). The portion of the Slash Canal within the project area appears to be a man-made canal features that connects to a natural drainage into the Pamlico Sound. This body of water has been classified as SA HQW by the Division of Water Quality. SA waters are defined as surface waters that are used for shellfishing or marketing purposes and all SC and SB uses. All SA waters are also HQW by defmition. Stormwater controls are required under CAMA. No domestic discharges are permitted in this water. The Slash Canal is a tributary that drains out of Hatteras Village to the east and the west into the Pamlico Sound The east end of the canal is currently crossed by NC 12 with a bridge structure. The 'west end of the canal has been crossed by utilizing culvert pipes. Auer the storm surge event associatsrd with Hurricane Isabel, hydraulic engineers with NCDOT have concluded a 60 feet bridge structure will replace the blown out pipe culverts. The 60 feet span will not require any interior bents to be placed in the canal, There will be two end bents constructed on the banks of the canal to support the span. These bents will be precast concrete bents supported on )-I-piles. Sheet pile will be driven around the front and sides of the end bents to protect the bridge abutments from scour during high flow events. The bridge elevation will be approximately 1-2 feet ]nigher than ►lte existing grade of the road. Elevation details are provided in the work plat. Traffic will be detoured on an off -site detour during the project construction. The Slash Canal is located in the Pasquotank drainage basin (03-01-55). T1te portion of the Slash Canal within the project area appears to be a man-made canal features than connects to a natural drainage into the Pamlico Sound.
